Newly Released: 2020 Uniform Data System Approved Changes Program Assistance Letter HRSA released the 2020 UDS Approved Changes Program Assistance Letter (PAL) to highlight changes to the Uniform Data System (UDS) for calendar year 2020 approved by the Office of Management and Budget.
Health Center Program awardees and look-alikes will use the reporting changes detailed in the approved PAL when reporting data beginning Friday, January 1, 2021. The 2020 UDS Manual will include additional details regarding these changes. Stay tuned to the Digest and the HRSA website for more details.

Are You the Next Million Hearts® Hypertension Control Champion? Now is your chance to get recognized for your organization’s successful efforts in the battle against hypertension! The 2020 CDC Million Hearts® Hypertension Control Champions Challenge will recognize health centers that have achieved 80% blood pressure control (blood pressure reading <140 mmHg/<90 mmHg) among their patients with hypertension aged 18-85 years.
If your health center reached the 80% mark in 2019, we encourage you to apply by Monday, April 6. Read the Hypertension Control Challenge Rules and Eligibility.
In 2019, five health centers were recognized as champions. Let’s at least double that number in 2020!

Tribal Opioid Response Grants SAMHSA is accepting applications for Tribal Opioid Response grants. The program aims to address the opioid crisis in tribal communities by increasing access to culturally appropriate and evidence-based treatment, including medication-assisted treatment using one of the three FDA-approved medications for the treatment of opioid use disorder. Apply by Monday, May 4.

U.S. Preventive Services Task Force’s PrEP Recommendations and PrEP Implementation Guidelines and Resources Join HRSA for a webinar on the U.S Preventive Services Task Force’s final pre-exposure prophylaxis (PrEP) recommendations. We’ll also share PrEP implementation guidelines and resources from The National LGBT Health Education Center at The Fenway Institute (a HRSA-funded NCA). Experts will discuss the latest guidelines and recommendations for HIV screening and PrEP-prescribing practices.

Nurse Corps Scholarship Program HRSA’s Nurse Corps Scholarship Program is accepting applications through Thursday, April 30. Students accepted or enrolled in a diploma, associate, baccalaureate, or graduate degree nursing program may be eligible to apply. The program provides scholarships to nursing students, paying for tuition, fees, and other reasonable costs, as well as a monthly living stipend. In exchange, participants commit to a minimum of two years of full-time service (or part-time equivalent) at an eligible health care facility with a critical shortage of nurses. This year, there is special funding for nurse practitioners specializing in psychiatric mental health and nurse midwives.

Reaching 80%: A Health Center Discussion on Colorectal Cancer Screening Our next interactive session in HRSA’s Data for Decision-Making Speaker Series focuses on practices for improving colorectal cancer screening rates. Learn from NOELA Community Health Center (New Orleans, LA), winner of The National Colorectal Cancer Roundtable's (NCCRT's) grand prize 80% by 2018 National Achievement Award in 2019. NOELA dramatically increased its colorectal cancer screening rate from 3% in 2012 to 80% in 2018.

Community Messaging Guidebook: Reaching the Unscreened Having difficulty convincing patients to be screened for colorectal cancer? 2020 80% in Every Community National Achievement Awards Health Center Honorees The NCCRT 80% in Every Community National Achievement Awards recognize individuals and organizations who make a significant impact toward getting colorectal cancer screening rates of 80% and higher in communities across the nation. Two of this year’s honorees are HRSA-funded health centers. Congratulations to:

Norton Sound Health Corporation (NSHC), Alaska, increased colorectal cancer screening rates from 7% in 2013 to 70.5% in 2019 by:
- Proactively identifying patients in need of screening.
- Providing stool tests with no out-of-pocket costs.
- Offering colonoscopy screening each month.
- Coordinating necessary arrangements including travel, housing, food, and escorts for patients.

North Hudson Community Action Corporation (NHCAC), New Jersey, reached an 84% screening rate in 2018 by implementing:
- Patient navigation.
- Patient and provider reminders.
- Reduced structural barriers (including transportation and client costs).
- Screening recommendations to eligible patients at all health center visits, including dental and behavioral health visits.

New Obstetric Toolkit from ECRI Institute The new Obstetric Toolkit can help health centers improve patient safety and minimize liability risks. The Road to Patient Activation In a six-part interactive series, Migrant Clinicians Network and the National Nurse-Led Care Consortium (both HRSA-funded NCAs) and other partners will work with 10 health center care teams to improve knowledge and skills around evidence based strategies for patient engagement and activation. Juntos Nos Movemos – Training to Prevent Childhood Obesity Among Agricultural Worker Families Farmworker Justice, a HRSA-funded NCA, offers a new tool to prevent and reduce childhood obesity. Juntos Nos Movemos helps agricultural worker parents maximize their limited free time with their children by engaging in fun and culturally-appropriate physical activities. The curriculum and accompanying materials (trainer’s guide, flipchart, and worksheet, available in English and Spanish) are for outreach staff to share with agricultural worker patients.
Social Isolation and Supportive Services Learning Collaborative Life transitions frequently experienced by adults over age 65 are a risk factor for social isolation, which is associated with physical and cognitive decline in this older population. The National Center for Equitable Care for Elders, a HRSA-funded NCA, presents a learning collaborative that will help participants:
- Understand the subjective experience of social isolation.
- Explore supportive services (public and for-profit) available in their communities to promote healthy aging throughout social networks.

Cultural Competency and Health Literacy Learning Collaborative The National Center for Health in Public Housing, a HRSA-funded NCA, has identified a need for training on cultural competence and health literacy to improve service delivery for non-English-speaking patients. Health Begins at Home: Integrating Public Health Nursing and Legal Services for Community Wellness The National Nurse-led Care Consortium, a HRSA-funded NCA, offers a four-part learning collaborative that will explore the efficacy of evidence-based home visitation programs (including Nurse-Family Partnership and Parents As Teachers) for community health centers. Speakers will also provide an overview of the nursing-legal partnership model and describe its application in a variety of settings, including health centers.
