Tropical Storm Barry Reporting HRSA has asked Primary Care Associations (PCAs) to take the lead in gathering critical health center information and reporting impact data back to us on the operational status of delivery sites. Read the bulletin we sent last week. For health centers in areas impacted by Tropical Storm Barry, we ask that you report site-level operational status to your PCA.
Please also review the HRSA Health Center Program Emergency Preparedness and Recovery Resources. These will help health centers by addressing:
- Change in scope for temporary sites;
- 340B Program enrollment under emergency declarations; and
- FTCA coverage in emergency events, including volunteer health professionals.

Public Comment Period Open: Child and Adult Core Sets of Quality Measures for Medicaid and CHIP The public comment period is now open for the draft report, Recommendations for Improving the Core Sets of Health Care Quality Measures for Medicaid and CHIP: Summary of a Multi-Stakeholder Review of the 2020 Child and Adult Core Sets. The Child and Adult Core Sets of quality measures for Medicaid and the Children’s Health Insurance Program (CHIP) are key indicators of the access to, and quality of, the health care Medicaid and CHIP beneficiaries receive, many of whom are also served by HRSA’s Health Center Program.

HUD Policy Brief for Health Centers Health centers can address social risk factors for their patients through partnerships and linkages to local housing and service resources. Health centers are increasingly working with HUD Continuums of Care (CoCs) to refer patients who are unstably housed or homeless to Coordinated Entry for services and housing interventions. Corporation for Supportive Housing (CSH), a HRSA-funded National Cooperative Agreement (NCA), offers a new HUD policy brief that describes one model of this: HUD Policy Brief on Rapid Re-Housing: Understanding the Impact and Potential for Health Centers.
Apply to Become a Certified Application Counselor Designated Organization for Plan Year 2020 CMS invites organizations that would like to become Certified Application Counselor Designated Organizations (CDOs) to submit an application by Monday, September 16. Any organization seeking to use certified application counselors to provide enrollment assistance to consumers for plan year 2020 must be a certified CDO. Access the CDO application and email your questions to CACQuestions@cms.hhs.gov.
The Center of Excellence for Protected Health Information This new, SAMHSA-sponsored center offers training and technical assistance on privacy issues for care providers and consumers. It may be helpful for health centers struggling with privacy regulations, including if and how to comply with 42CFR.
Substance Use Disorder & Behavioral Health
Promising Practices for Substance Use Disorder Treatment Among Pregnant and Parenting Women Two HRSA-funded health centers will share promising practices to treat and support the needs of pregnant and parenting women diagnosed with a substance use disorder (SUD). In addition, experts from the American College of Obstetricians and Gynecologists will share maternal and child health safety resources concerning the prevention and treatment of SUD.

Promising Practice: Iowa Uses TelePrEP to Reduce Stigma in HIV Prevention Learn how the Iowa Department of Public Health uses TelePrEP funded by HRSA’s 340B program to reduce stigma in HIV prevention. They provide a coordinated, statewide HIV PrEP program, featuring care both in clinics and through telemedicine. TelePrEP consists of telemedicine video conference appointments with a dedicated PrEP clinical pharmacist who works with a supervising physician.

National Health Service Corps Rural Community Loan Repayment Program Application Webinar The National Health Service Corps (NHSC) Rural Community Loan Repayment Program will make fiscal year 2019 loan repayment awards, in coordination with HRSA’s Rural Communities Opioid Response Program initiative, to provide evidence-based SUD treatment, assist in recovery, and prevent overdose deaths across the nation. Health care clinicians qualified to provide SUD treatment may be eligible for loan repayment in return for service at an NHSC-approved SUD treatment facility. The application closes Thursday, July 18, at 7:30 p.m. ET.
