Have You Verified Your Health Center’s Patient-Centered Medical Home Status?
Health centers that have Patient-Centered Medical Home (PCMH) recognition by July 1, 2019, may be eligible to receive the 2019 Health Center PCMH Recognition Quality Award.

The PCMH data in HRSA’s Electronic Handbooks (EHBs) was recently updated based on data from the following recognition bodies: the Joint Commission, the National Committee on Quality Assurance, the Accreditation Association for Ambulatory Health Care, Oregon Patient-Centered Primary Care Home Program, and Minnesota Health Care Homes. Last month, we posted a table of health centers with valid PCMH recognition status and the number of sites with PCMH recognition. We have updated the table with data available as of May 31, 2019.

  • If the information in the table is correct, NO FURTHER ACTION IS NEEDED.

  • If the information in the table does not reflect your current PCMH status, please submit a recognition update request through EHBs. Updates must be submitted by Friday, July 5, 2019.
    • Log in to your EHBs Grant Folder.
    • Click the “HRSA Accreditation/PCMH Initiative” link.
    • Choose the “Request PCMH Recognition Update” button and follow the instructions.
    • You must include documentation of PCMH recognition (e.g. official certificate, copy of the email confirmation from the recognition body, or a screenshot of your information on the recognition body’s website).
Important

EHBs can only accept one site per PCMH recognition request. If you need to update the PCMH status for multiple sites, you will need to submit an individual request for each site. For example, to update the status of three sites, you would submit three separate PCMH recognition requests, each with its own respective documentation. DO NOT use the “Select All” button in EHBs to update the status for multiple sites.

Three Weeks Left: Share Your Input on Service Area Considerations
HRSA continues to accept feedback for the Health Center Program Service Area Considerations Request for Information (RFI) through Monday, July 8. Share your thoughts. Thank you to those who’ve already submitted input!

This RFI seeks input from the public on service area considerations that may inform HRSA decisions regarding Health Center Program expansion through an existing health center’s addition of new service delivery sites. We welcome feedback from health centers and other Health Center Program stakeholders, including Primary Care Associations, National Cooperative Agreements (NCAs), as well as others who have an interest in health centers and potential health center expansion.

What's New

Quarterly 340B Program Registration
Quarterly 340B Program site registration is open from July 1 to 15. Health centers are still able to register a site that has been verified as implemented and with a site status reflected as “active” in EHBs Form 5B through Friday, August 23, after which the system will close to prepare for the October 1 start. Email the 340B call center or call 888-340-2787 (Monday-Friday, 9:00 a.m.-6:00 p.m. ET) to register a new site or ask questions.

You will need to provide the following information when calling:

  • Health center name,
  • Site/clinic name,
  • Site IDs for all sites,
  • HRSA/BPHC grant number,
  • Contact name and email address, and
  • Authorizing official name and email address.

The authorizing official will receive an email message that the account is unlocked and a registration may be submitted.


EHBs Diabetes Action Plan User Guide for Health Centers
Health centers receiving an operational site visit or diabetes targeted technical assistance (TA) visit in 2019 will participate in a performance analysis review of the health center’s Uniform Data System (UDS) diabetes measure. The health center will identify three performance improvement actions to reduce the percentage of patients with uncontrolled diabetes. HRSA will monitor the health center’s diabetes performance improvement actions using the EHBs Action Plan Module. Access the Diabetes Action Plan User Guide within the EHBs Help and Knowledge Base to learn the system steps.


Teaching Health Center Graduate Medical Education Program Funding Opportunity
Last week, HRSA released the Teaching Health Center Graduate Medical Education (THCGME) Program Notice of Funding Opportunity (NOFO). It provides funding to support the training of residents in new or expanded primary care residency training programs in community-based settings, such as health centers. Awards will be made for the following: (1) HRSA-funded filled resident positions at existing HRSA THCGME Programs, and (2) new resident positions at new teaching health centers. HRSA anticipates $120 million to be available to fund an estimated 61 awards (56 continuation and up to five new awards) to support residencies for academic year 2020-2021. The period of performance is four years from July 1, 2020, through June 30, 2024. Apply by Friday, August 30.

Review Process for Service Area Competition or Renewal of Designation Applications

Community Health Center, Inc., has an innovative practice that improves access to care, quality of care delivery, health outcomes, and cost effectiveness with an e-consultation system as part of their existing referral workflow within their telehealth practice. Apply to Become a Certified Application Counselor Designated Organization for Plan Year 2020
CMS invites organizations that would like to become Certified Application Counselor Designated Organizations (CDOs) to submit an application by Monday, September 16. Any organization seeking to use certified application counselors to provide enrollment assistance to consumers for plan year 2020 must be a certified CDO. Access the CDO application and email your questions to CACQuestions@cms.hhs.gov.

Substance Use Disorder & Behavioral Health

Prescription Drug Monitoring Program Training and TA
Prescription Drug Monitoring Programs (PDMP) are important data sharing tools in the prevention and treatment of SUD and overdose. The PDMP Training and Technical Assistance Center (TTAC) at Brandeis University (which is funded by the Justice Department) provides comprehensive services and resources to help support the use and effectiveness of PDMPs in combating the misuse and diversion of prescription drugs. The department’s Comprehensive Opioid Abuse Program (COAP) also offers training and TA around increasing PDMP efficiencies and facilitating coordination between PDMPs and state and national stakeholders.


NIDAMED Webinar Recording: Provider Resources on Substance Use
The National Institute on Drug Abuse (NIDA) provides an online repository for health professionals of science-based resources on SUD called NIDAMED. During a recent HRSA webinar, experts delivered an overview of NIDAMED and its resources, including continuing medical education courses, patient resources, and clinical trial information. If you missed it, watch a recording.


Technology Transfer Centers Network
SAMHSA’s Technology Transfer Centers Network (TTC) program develops and strengthens the specialized behavioral health care and primary health care workforce that provides SUD and mental health prevention, treatment, and recovery support services. The TTC Network comprises these groups:

  • Addiction Technology Transfer Centers support national and regional activities. They focus on preparing tools that practitioners need to improve the quality of service delivery and on providing intensive TA to provider organizations to improve the delivery of SUD treatment and recovery services.

  • Mental Health Technology Transfer Centers work with organizations and treatment practitioners involved in the delivery of mental health services to strengthen their capacity to deliver effective evidence-based practices to individuals, including the full continuum of services spanning mental illness prevention, treatment, and recovery support.

  • Prevention Technology Transfer Centers develop and disseminate tools and strategies needed to improve the quality of substance abuse prevention efforts; provide intensive TA and learning resources to prevention professionals in order to improve their understanding of prevention science, the use of epidemiological data to guide prevention planning, and selection and implementation of evidence-based and promising prevention practices; and develop tools and resources to engage the next generation of prevention professionals.

Promising Practices on Integrating HIV Testing and Care
HRSA will host a webinar focused on the integration of routine HIV services in primary care settings. Presenters from Southcentral Foundation in Anchorage, AK, and Family Health Center in Louisville, KY, will highlight promising practices that enhance routine HIV testing, Pre-Exposure Prophylaxis (PrEP), and linkage to care.

Risk management is everyone's responsibility at all levels of the organization, and no risk manager can effectively manage risks alone. New Resource Guide: Addressing Health Equity Through Health and Housing Partnerships
The Corporation for Supportive Housing and the National Health Care for the Homeless Council (NHCHC), both HRSA-funded NCAs, have published a new resource, “Addressing Health Equity through Health and Housing Partnerships.” The guide:

  • Provides background information on health disparities, particularly for people of color, and outlines the goal of health equity, with a focus on people who are experiencing or have experienced homelessness;
  • Explores how health centers and supportive housing providers that target underserved populations and operate with holistic, client-centered approaches to care are uniquely positioned to advance health equity; and
  • Provides health centers and supportive housing providers with strategies for working singularly and together to identify and address disparities and advance health equity.
