UDS Manual

2019 Uniform Data System Manual Now Available
The 2019 Uniform Data System (UDS) Manual serves as a comprehensive guide for health centers to understand UDS reporting requirements. It includes an overview of the UDS, instructions for completing each of the data tables, and information on how to submit the data through HRSA’s Electronic Handbooks (EHBs).

Changes for 2019 UDS reporting include data to better capture mental health and substance use disorder (SUD) services, reporting virtual visits, the addition of an electronic-specified statin therapy for cardiovascular disease clinical quality measure (CMS347v2), and workforce development data. What's New

Service Area Competition Notice of Funding Opportunity Released for February 1 Starts
HRSA released the fiscal year 2020 Service Area Competition (SAC) Notice of Funding Opportunity, HRSA-20-016, for service areas with a February 1, 2020, project period start date (current project period end date is January 31, 2020). Current award recipients should refer to box 6 of the most recent Notice of Award to obtain their project period end date.

Applications are due in Grants.gov by 11:59 p.m. ET on Monday, August 5, and in EHBs by 5:00 p.m. ET on Wednesday, September 4. Technical assistance (TA) materials are available on the SAC TA webpage.

Less Than One Month Left! We Want to Hear from You
HRSA continues to accept feedback for the Health Center Program Service Area Considerations Request for Information (RFI) through Monday, July 8. Share your thoughts. Thank you to those who’ve already submitted their input!

This RFI seeks input from the public on service area considerations that may inform HRSA decisions regarding Health Center Program expansion through an existing health center’s addition of new service delivery sites. We welcome feedback from health centers and other Health Center Program stakeholders, including PCAs, National Cooperative Agreements (NCAs), as well as others who have an interest in health centers and potential health center expansion.

Community Health Center, Inc., has an innovative practice that improves access to care, quality of care delivery, health outcomes, and cost effectiveness with an e-consultation system as part of their existing referral workflow within their telehealth practice. Stay tuned for more practices and new topics coming soon.

New Strategic Initiatives Webpage, Featuring Medicare Site Enrollment Webinar Recording
HRSA supports special projects and initiatives to inform the strategic development of the Health Center Program. Check out the new Strategic Initiatives webpage for information and resources on collaborative efforts with CMS to streamline Medicare site enrollment as well as background on the Health Center Performance Management project. Also, find out how you can ask questions or provide feedback for these projects and initiatives.


Health Center Diabetes Action Plan – Don’t Forget to Request EHBs Privileges
As part of the HRSA Health Center Program Diabetes Quality Improvement Initiative, all health centers with calendar year (CY) 2019 operational site visits and diabetes targeted TA visits will receive an EHBs Action Plan. This Action Plan is based on the review of the UDS diabetes measure and performance improvement action planning that occurs during the site visit. It will be initiated by the Project Officer in EHBs after the site visit report is finalized. Health centers must request privileges in the EHBs to access the Action Plan. Substance Use Disorder & Behavioral Health

MAT 2.0: Evidence-Based Practices in Substance Use Disorder Treatment
Experts from the HRSA-supported University of California San Francisco Clinician Consultation Center’s Substance Use Warmline will share evidence-based practices and resources on medication-assisted treatment (MAT) for patients with SUD. They will discuss the MAT model from assessment and induction to management and monitoring, provide case-based examples, and answer provider questions about patient considerations during a 30-minute question and answer session. (Note: This webinar was previously scheduled for Friday, May 10.)

Trauma-Informed Care: A Case-Based Virtual Course for Providers
HHS’ Office on Women’s Health (OWH) has developed a case-based virtual course to help promote and improve the delivery of trauma-informed care. The free curriculum includes 42 patient case scenarios covering diverse settings and populations and offers over 10 hours of approved continuing education credit.

In this webinar, experts will provide an overview of the course and how it can help enhance providers’ knowledge and skills to interact effectively with all patients, particularly those with a history of trauma, to improve patient outcomes.

National Health Service Corps Rural Community Loan Repayment Program Application Webinar
The NHSC Rural Community Loan Repayment Program will make fiscal year 2019 loan repayment awards, in coordination with HRSA’s Rural Communities Opioid Response Program initiative to provide evidence-based SUD treatment, assist in recovery, and prevent overdose deaths across the nation. Health care clinicians qualified to provide SUD treatment may be eligible for loan repayment in return for service at an NHSC-approved SUD treatment facility. The application closes Thursday, July 18, at 7:30 p.m. ET.

Oral Health

Free Continuing Education on Use of Toothpaste and Toothbrushing Patterns Among Children and Adolescents from the CDC and Medscape
CDC’s “Morbidity and Mortality Weekly Report” and Medscape are proud to introduce a new FREE continuing education (CE) activity. The goal is to describe toothbrushing practices among U.S. children and adolescents aged 3-15 years. A CDC analysis of 2013-2016 data is the basis of the activity.

This CE activity is intended for pediatricians, family medicine practitioners, internists, nurses, pharmacists, public health officials, and other clinicians involved in pediatric dental hygiene.

Upon completion of this activity, participants will be able to describe:

  1. The age at which U.S. children begin brushing their teeth;
  2. Toothpaste use by U.S. children and adolescents aged 3-15 years; and
  3. Clinical implications of toothbrushing practices among U.S. children.

New Resource Guide: Addressing Health Equity Through Health and Housing Partnerships
The Corporation for Supportive Housing and the National Health Care for the Homeless Council (NHCHC), both HRSA-funded National Cooperative Agreements (NCAs), have published a new resource, “Addressing Health Equity through Health and Housing Partnerships.” The guide:

  • Provides background information on health disparities, particularly for people of color, and outlines the goal of health equity, with a focus on people who are experiencing or have experienced homelessness;
  • Explores how health centers and supportive housing providers that target underserved populations and operate with holistic, client-centered approaches to care, are uniquely positioned to advance health equity; and
  • Provides health centers and supportive housing providers with strategies for working singularly and together to identify and address disparities and advance health equity.

HEP Talk Recordings Available
HRSA hosted “HEP Talks” in May as part of Hepatitis Awareness Month. Like TED Talks, these were condensed and informative presentations focused on emerging and important viral hepatitis topics. Each session featured a brief talk by a viral hepatitis expert followed by an opportunity for discussion and questions. View the recordings:


Patient-Centered Medical Home Teleconferences
HRSA contracts with The National Committee for Quality Assurance (NCQA) to provide TA and training to health centers on the NCQA Patient-Centered Medical Home (PCMH) recognition process. We encourage health centers to attend upcoming TA sessions hosted by NCQA’s Government PCMH Recognition Programs (GRIP), which will address questions related to NCQA’s PCMH standards concepts and documentation requirements.
