Clinicians Corner: Measles 
The current measles outbreak in the U.S. is a reminder of the critical role health centers play in protecting the most vulnerable patients from vaccine-preventable diseases. Measles is spreading in communities where a large number of people have not been vaccinated, despite scientific data documenting that the measles, mumps, and rubella (MMR) vaccine is safe and effective.

What can health centers do?

  • Take every opportunity to educate both parents and patients. Research shows the strongest predictor of whether a patient gets vaccinated is a recommendation from their health care professional.

  • The American Academy of Pediatrics (AAP) provides strategies to improve immunization rates in infants and children. AAP reminds providers that it is important to give your strong recommendation for immunization. AAP also provides resources for office strategies to increase vaccination rates, such as standing orders, pre-visit planning, Electronic Health Record prompts, and immunization reports.

  • CDC has tips on talking to parents who express concerns about vaccinations. Among them, consider sharing a mix of science and anecdotes. In addition, it’s important to listen and respond to parents’ questions—your openness to hearing their concerns plays a major role in building trust about your recommendation.

  • Don’t forget adults! According to CDC’s Adult Vaccine Resources, most adults are not aware they need vaccines and it is critical that health care professionals routinely assess vaccinations status. Parents’ acceptance of their vaccines may translate to their acceptance for their children.

Epidemiologists say 93-95% of the population must be vaccinated against measles to preserve herd immunity. By increasing vaccination rates, health centers can have a great impact on protecting our communities.

Service Area Competition-Additional Areas Notice of Funding Opportunity (HRSA-20-090) for Bishop, CA, and Jackson, MI
HRSA released a fiscal year (FY) 2020 Service Area Competition-Additional Areas (SAC-AA) Notice of Funding Opportunity (NOFO), HRSA-20-090, for the Bishop, CA, and Jackson, MI, service areas.

Applications are due in Grants.gov by 11:59 p.m. ET on Monday, July 22, and in HRSA’s Electronic Handbooks (EHBs) by 5:00 p.m. ET on Wednesday, August 21. Technical assistance (TA) materials are available on the SAC-AA TA webpage.


Health Center Diabetes Action Plan – Don’t Forget to Request EHBs Privileges
As part of the HRSA Health Center Program Diabetes Quality Improvement Initiative, all health centers with calendar year (CY) 2019 operational site visits and diabetes targeted TA visits will receive an EHBs Action Plan. This Action Plan is based on the review of the Uniform Data System (UDS) diabetes measure and performance improvement action planning that occurs during the site visit. It will be initiated by the Project Officer in EHBs after the site visit report is finalized. Health centers must request privileges in the EHBs to access the Action Plan. Veterans Administration Transitioning from the Choice Program to Community Care
The VA MISSION Act of 2018 (U.S. Department of Veterans Affairs Maintaining Systems and Strengthening Integrated Outside Networks Act) consolidates the Veterans Administration’s (VA) community care programs, including VA Choice, into a new Veterans Community Care Program that will ensure veterans receive timely, appropriate care. The program allows veterans to receive qualifying services outside of the current VA system and from private health care providers, including health centers.

On Thursday, June 6, the VA will replace its Choice Program with the MISSION Act-authorized Community Care Program. Health centers interested in learning more about the new Veterans Community Care Program should read the fact sheet. Additionally, the National Association of Community Health Centers (NACHC), a HRSA-funded National Cooperative Agreement (NCA), is holding a webinar on the topic:

2019 Health Center Patient-Centered Medical Home Recognition Quality Awards
Health centers may be eligible to receive the 2019 Health Center Patient-Centered Medical Home (PCMH) Recognition Quality Award if they have PCMH recognition by July 1, 2019. View the table of health centers with valid PCMH recognition status and the number of sites with PCMH recognition.

2019 UDS Changes Webinar Recording Now Available
HRSA recently held a UDS TA webinar to provide an overview of changes for the CY 2019 UDS data collection and reporting activities required for submission by February 15, 2020. Changes include better data capture on mental health and substance use disorder (SUD) services provided by health centers, reporting virtual visits in the UDS, the addition of an electronic-specified statin therapy for cardiovascular disease clinical quality measure (CMS347v2), and workforce development data. Substance Use Disorder & Behavioral Health

NIDAMED Webinar: Provider Resources on Substance Use
The National Institute on Drug Abuse (NIDA) provides an online repository of science-based resources for health professionals on SUD called NIDAMED. During this HRSA webinar, experts will deliver an overview of NIDAMED and its resources, including continuing medical education courses, patient resources, and clinical trial information. The discussion will also focus on available SUD screening guidance and tools.

MAT 2.0: Evidence-Based Practices in Substance Use Disorder Treatment
Experts from the HRSA-supported University of California San Francisco Clinician Consultation Center’s Substance Use Warmline will share evidence-based practices and resources on medication-assisted treatment (MAT) for patients with SUD. They will discuss the MAT model from assessment and induction to management and monitoring, provide case-based examples, and answer provider questions about patient considerations during a 30-minute question and answer session. (Note: This webinar was previously scheduled for Friday, May 10, but had to be canceled.)

Trauma-Informed Care: A Case-Based Virtual Course for Providers
Many health center patients have been exposed to some form of trauma. HHS’ Office on Women’s Health (OWH) has developed a case-based virtual course to help promote and improve the delivery of trauma-informed care. This free curriculum includes 42 patient case scenarios covering diverse settings and populations and offers over 10 hours of approved continuing education credit.

In this webinar, experts will provide an overview of the course and how it can help enhance providers’ knowledge and skills to interact effectively with all patients, particularly those with a history of trauma, to improve patient outcomes.

Preventing HIV Infection in Women through Expanded Community Intimate Partner Violence Services

Oral Health and Primary Care Integration for People Living with HIV
HRSA is hosting two webinars on oral health and primary care integration to support people living with HIV. The strategies we will cover are designed for all HRSA recipients serving people living with HIV regardless of whether the organizations deliver oral health care directly, refer out for all services, or are somewhere in between. Diabetes

Diabetes in Special and Vulnerable Populations – National Learning Series: Webinar Recordings and Resources
Fourteen HRSA-funded NCAs recently partnered to deliver a four-part national learning webinar series for health centers, Primary Care Associations, and Health Center Controlled Networks. The series’ goal is to increase foundational knowledge of effective strategies to prevent, treat, and manage diabetes among special and vulnerable Health Center Program populations. It focuses on co-morbidities associated with diabetes (e.g., oral health, behavioral health, SUD, obesity, and social risk factors).

Workforce

National Health Service Corps Rural Community Loan Repayment Program is Open
The National Health Service Corps (NHSC) Rural Community Loan Repayment Program will make FY 2019 loan repayment awards, in coordination with HRSA’s Rural Communities Opioid Response Program (RCORP) initiative to provide evidence-based SUD treatment, assist in recovery, and prevent overdose deaths across the nation. Health care clinicians qualified to provide SUD treatment may be eligible for loan repayment in return for service at an NHSC-approved SUD treatment facility.

The announcement includes additional information, including opportunities to get help with your application. The application closes Thursday, July 18, at 7:30 p.m. ET.


Round 6 of Auto-HPSA Update Previews Released
HRSA sent the sixth round of automatically designated Health Professional Shortage Area Designation (Auto-HPSA) Update Preview reports by email to health center and look-alike CEOs and Project Directors identified in EHBs. If your CEO or Project Director listed in EHBs has not received the report, please have them contact sdmp@hrsa.gov. Recipients should forward the report to all staff who have an interest in Auto-HPSA Designation scores.

HEP Talks

In recognition of Hepatitis Awareness Month, HRSA is hosting “HEP Talks.” Like TED Talks, these will be condensed and informative presentations focused on emerging and important viral hepatitis topics. Each session features a brief talk by a viral hepatitis expert followed by an opportunity for discussion and questions.

  • Hepatitis B and Perinatal Transmission
    Amy Shen Tang, a primary care internist and Hepatitis B Program Director at Charles B. Wang Community Health Center in New York, will discuss preventing perinatal transmission of viral hepatitis and treating chronic hepatitis B during pregnancy. She was a featured speaker on HRSA’s Perinatal Hepatitis B ECHO.

Interview with NOELA Community Health Center—Grand Prize Recipient of the 80% by 2018 National Achievement Award
The 80% by 2018 National Achievement Award recognizes individuals and organizations who advance needed initiatives to reach the national goal of regularly screening 80% of adults age 50 or over for colorectal cancer. The National Colorectal Cancer Roundtable recently recognized six honorees with the 80% by 2018 National Achievement Award, including awarding HRSA-funded New Orleans East Louisiana Community Health Clinic (NOELA) the grand prize. Read an interview with NOELA's Chief Medical Officer to learn about the strategies he and his staff used to dramatically increase colorectal cancer screening from 3% in 2012 to 80% in 2018.


Healthy Moms Happy Babies: Healing Approaches to Preventing and Responding to Domestic Violence in Home Visitation Programs
Many home visitation and early childhood staff struggle with how best to address issues of domestic violence among their clients. Healthy Moms Happy Babies, now in its fourth edition, is an interactive curriculum that addresses the barriers and difficulties staff experience in addressing domestic violence.

In this upcoming webinar from Futures Without Violence, one of the curriculum authors will address how personal and or vicarious trauma or abuse may impact our ability to do this work. She will share strategies and tools, both personal and organizational, to address the needs of front-line staff and managers so that they feel adequately situated to hear a positive disclosure of abuse.
