Final Week to Review Patient Targets The deadline for Health Center Program award recipients to review their patient target and take appropriate action in EHBs is Friday, April 26. SUD-MH Recipients: Have You Added a FTE Yet? If you received FY 2018 Expanding Access to Quality Substance Use Disorder and Mental Health Services (SUD-MH) supplemental funding, please note these important reminders:
- Staffing Requirement: You must add at least 1.0 FTE direct hire(s) and/or contracted personnel who will support SUD and/or mental health services within eight months of award—by Saturday, May 18. Failure to meet this requirement may impact Year 2 funding.
- Minor Alteration and Renovation (A/R) Projects: You may not begin any minor A/R activities supported with SUD-MH funding without receiving prior approval from HRSA. You must submit a “Capital Update” via EHBs, and meet all additional conditions when applicable.
You should develop appropriate contingencies to ensure that delays in receiving HRSA approval of your minor A/R activities do not impact your ability to meet the staffing requirement and patient projections on time. Find information about the documentation you are required to submit on the SUD-MH TA website.

Streamlining Medicare Site Enrollment Join us for a webinar featuring CMS that will explain upgrades to the Provider Enrollment, Chain, and Ownership System (PECOS) for health centers enrolling in Medicare to receive their Federally Qualified Health Center certification. HRSA and CMS collaborated on PECOS upgrades that launched on Monday, April 1, with an aim to streamline the enrollment process for new health center sites.

2019 Site Visit Protocol Update HRSA recently updated the Site Visit Protocol (SVP) in response to feedback from stakeholders including health centers, strategic partners, site visit team reviewers, and HRSA staff. No changes were made to the Compliance Manual or to Health Center Program requirements. The updated SVP increases clarity and continues to provide HRSA the information necessary to perform its oversight responsibilities using a standard and transparent methodology that aligns with the Compliance Manual. Funding Opportunity: Rural Maternity and Obstetrics Management Strategies HRSA published a new Notice of Funding Opportunity, the Rural Maternity and Obstetrics Management Strategies Program (RMOMS). HRSA expects approximately $1.8 million available to fund up to three health networks in this cooperative agreement pilot program. Apply by Friday, May 24.
CMS Release 2020 Payment Notice CMS recently released the final annual Notice of Benefit and Payment Parameters for the 2020 benefit year, also known as the 2020 Payment Notice. The rule reduces user fees for plans offered on HealthCare.gov, and encourages the use of lower-cost generic drugs, while improving market stability and consumer choice.

Promising Practices in Behavioral Health Workforce Planning Experts from the University of Michigan, the University at Albany-SUNY, and the Association of Clinicians for the Underserved (ACU), a HRSA-funded National Cooperative Agreement (NCA), will share promising practices and resources focused on behavioral health workforce planning, recruitment, and retention. This webinar will share evidence-based research to improve and design strategic investment in behavioral health workforce planning.

Suicide Prevention: Strategies That Work National Children’s Mental Health Awareness Day is Thursday, May 9. On the preceding Monday (May 6), SAMHSA will host an event focusing on the impact that suicide has on children, youth, young adults, families, and communities. It will include suicide prevention experts and leaders of national mental health organizations, along with families and youth who will share stories about how evidence-based practices saved children’s lives and put them on a path to recovery.

Opioid Workforce Expansion Program – Professionals and Paraprofessionals HRSA is accepting applications for the FY 2019 Opioid Workforce Expansion Program (OWEP) Professionals and Paraprofessionals funding opportunities. Apply on Grants.gov by Tuesday, May 7. HRSA anticipates awarding $39.3 million for approximately 29 OWEP for Professionals awards and $29.8 million to fund about 33 OWEP for Paraprofessionals awards.

Community Health Workers in HIV Care: Insights from the Field Boston University, with support from HRSA, is presenting an interactive webinar series on the use of Community Health Workers (CHWs) in HIV delivery care systems. CHWs bridge health providers and communities and help to increase access and improve the quality of HIV care services. Learn about the role of CHWs and how they serve as an integral part of the HIV health care system in HRSA-supported organizations. CHWs will share real-world examples of caring for people living with HIV and linkage and retention in HIV care. This webinar series is part of the Secretary’s Minority AIDS Initiative-funded project entitled “Improving Access to Care: Using Community Health Workers to Improve Linkage and Retention in HIV Care.”

Diabetes in Special & Vulnerable Populations: A National Learning Series Fourteen HRSA-funded NCAs partnered to create a four-part national learning webinar series for health centers, Primary Care Associations, and Health Center Controlled Networks. The series’ goal is to increase foundational knowledge of effective strategies to prevent, treat, and manage diabetes among special and vulnerable Health Center Program populations. The toolkit includes resources, tools, and promising practices to guide health centers in their work related to infrastructure enhancements that provide new or enhance existing high-quality, integrated oral health services. Speakers reviewed the toolkit, which includes a readiness assessment for expansion, relevant HRSA resources, and infrastructure enhancement and expansion strategies.
National Child Abuse Prevention Month
2019 Prevention Resource Guide HHS’ Administration for Children and Families’ Children’s Bureau, its Child Welfare Gateway, and the FRIENDS National Center for Community-Based Child Abuse Prevention have released the 2019 Prevention Resource Guide. The guide is designed to help individuals and organizations in every community strengthen families and implement prevention strategies for child abuse and neglect.
Sexual Assault Awareness Month
Intimate Partner Violence and Human Trafficking April is Sexual Assault Awareness Month. Sexual violence is connected to other forms of violence and linked to negative health behaviors. Trained professionals working with sexual assault and domestic violence survivors can also support victims of human trafficking. Revisit our special edition on these topics for resources and promising practices.

Maternal Mortality Webinar HRSA will host a maternal mortality webinar next month focused on federal projects, clinical research, and available resources to improve maternal mortality rates. HRSA will review agency level projects and funding. CDC, along with the Illinois Department of Public Health, will discuss their work to create or improve Maternal Mortality Reviews. Sarosh Rana, MD, MPH, will discuss her experience as a high-risk pregnancy provider and preeclampsia researcher.

Improving Access to Health Care Over 27 million people across the United States rely on HRSA-funded health centers for care. Between 2016 and 2017, the Health Center Program increased the number of patients served by more than 5%, the number of care delivery sites by more than 6%, and the number of health center staff by 8%. Health Center Profiles: Sharing Stories to Make Communities Stronger HRSA released a new health center profile to highlight work that led to significant improvements in increasing access to care, high quality health care delivery, health outcomes, cost effectiveness, and reducing health disparities. La Red Health Center, Inc. used nurse navigators who analyze patient data to reduce patient care barriers and improve breast, cervical, and colorectal cancer screening rates.

Reaching Beyond “Just Say No” to Adolescent-Focused Motivational Interviewing Workshop Working with teens to decrease risk-taking behavior can be challenging. Effective counseling in this population requires a specialized approach that includes motivational interviewing. School-Based Health Alliance, a HRSA-funded NCA, presents an interactive, highly-rated workshop focused on teen risk and motivational interviewing. It will boost attendees’ ability to identify behaviors and social risk factors increasing adolescent risk and to effectively communicate with teens and encourage healthy decisions. Attendees must complete mandatory online modules prior to the in-person session. This free training will take place on Sunday, June 23, from 1:00-5:00 p.m. ET at the Crystal Gateway Marriott located at 1700 Jefferson Davis Highway, Arlington, VA. Patient-Centered Medical Home Teleconferences HRSA contracts with The National Committee for Quality Assurance (NCQA) to provide TA and training to health centers on the NCQA Patient-Centered Medical Home (PCMH) recognition process. Robert Gish, a physician and leader in clinical research on viral hepatitis, will discuss best practices for hepatitis B testing and high-priority populations for screening. Dr. Gish serves as consulting faculty at La Maestra Community Health Services, a HRSA-funded health center in San Diego, and was featured as a speaker on HRSA’s Perinatal Hepatitis B ECHO.
