Final Reminder: New Access Points Applications Due in EHBs April 11 New Access Points (NAP) applications are due in HRSA's Electronic Handbooks (EHBs) by Thursday, April 11 (5:00 p.m. ET). Visit the NAP Technical Assistance (TA) webpage for TA resources, including animated videos with helpful tips for completing the EHBs application forms.
New Supplemental Funding Opportunity Available: FY 2019 Integrated Behavioral Health Services On Friday, March 29, HRSA announced the availability of $200 million in supplemental funding to health centers for Integrated Behavioral Health Services (IBHS). On Friday, April 5, eligible health centers received emails announcing the availability of the EHBs application module.
Applications are due in EHBs by Monday, May 13, at 5:00 p.m. ET.

New TA Resource Available for HRSA’s Oral Health Infrastructure Funding Opportunity A recording from the March 28 Q&A Session for HRSA’s Oral Health Infrastructure (OHI) funding opportunity is now available on the OHI TA webpage. The recorded TA presentation is also available.

Deadline Extended: Review Patient Targets by Friday, April 26 The deadline for Health Center Program award recipients to review their patient target and take appropriate action in EHBs is extended to Friday, April 26. When Will the 2018 Uniform Data System (UDS) Data Be Ready?
HRSA has received several inquiries about the timing of the 2018 UDS data release. We are reviewing the data included in the health center reports and expect to release the data in August on HRSA’s website.

UDS Reporting Survey
As part of the UDS Modernization Initiative, new functionalities within the EHBs and new offline reporting features were introduced for the 2018 reporting period. We invite all health centers to provide feedback for improvement through a short survey, which should take no more than five minutes to complete. Participation is voluntary and all responses are anonymous. The survey will close on Friday, May 3.

2019 UDS Reporting Changes TA
HRSA presents a TA webinar that will provide an overview of the changes for the calendar year (CY) 2019 UDS data collection and reporting activities for reports submitted by February 15, 2020. We will also discuss possible changes for 2020 UDS and revised clinical measures resulting from continued alignment with electronic specified clinical quality measures. Read a summary of the approved changes in the UDS Changes Program Assistance Letter (PAL).

Streamlining Medicare Site Enrollment Join us for a webinar featuring CMS that will explain upgrades to the Provider Enrollment, Chain, and Ownership System (PECOS) for health centers enrolling in Medicare to receive their Federally Qualified Health Center certification. HRSA and CMS collaborated on PECOS upgrades that launched on Monday, April 1, and aim to streamline the enrollment process for new health center sites.

Notice of Funding Opportunity for Rural Providers: Small Health Care Provider Quality Improvement Program Applications are due by Monday, April 22 for a HRSA Notice of Funding Opportunity that will support up to 32 public or private nonprofit health care providers located in rural areas to improve patient care in their communities. HRSA expects to invest approximately $6.4 million for this program, which aims to improve the quality of rural health care through an evidence-based approach to primary care that has proven effective in rural areas.

Opioid Workforce Expansion Program – Professionals and Paraprofessionals HRSA is accepting applications for the FY 2019 Opioid Workforce Expansion Program (OWEP) Professionals and Paraprofessionals funding opportunities. Apply on Grants.gov by Tuesday, May 7. HRSA anticipates awarding $39.3 million for approximately 29 OWEP for Professionals awards and $29.8 million to fund about 33 OWEP for Paraprofessionals awards.
Promising Practices in Behavioral Health Workforce Planning Experts from the University of Michigan, the University at Albany-SUNY, and the Association of Clinicians for the Underserved (ACU), a HRSA-funded National Cooperative Agreement (NCA), will share promising practices and resources focused on behavioral health workforce planning, recruitment, and retention. This webinar will share evidence-based research to improve and design strategic investment in behavioral health workforce planning.

Prescription Drug Take Back Day is Next Month According to the National Survey on Drug Use and Health (NSDUH), more than 6 million Americans misused prescription drugs in 2017. The DEA is hosting National Prescription Drug Take Back Day on Saturday, April 27, to provide a safe way for the public to dispose of prescription drugs and educate them about drug misuse, addiction, and overdose deaths. To support this effort, visit the National Institute on Drug Abuse for fact sheets and posters that you can use in your practice to educate patients on prescription drug misuse and the treatment options available to them.
HIV
Community Health Workers in HIV Care: Insights from the Field Community Health Workers (CHWs) bridge health providers and communities and help to increase access and improve the quality of HIV care services. Learn about the role of CHWs and how they serve as an integral part of the HIV health care system in HRSA-supported organizations. CHWs will share real-world examples of their work in linkage and retention in HIV care for people living with HIV. Boston University, with support from HRSA, is presenting this interactive webinar series on the use of CHWs in HIV delivery care systems. This webinar series is part of the Secretary’s Minority AIDS Initiative-funded project entitled “Improving Access to Care: Using Community Health Workers to Improve Linkage and Retention in HIV Care.”

Diabetes
Diabetes in Special & Vulnerable Populations: A National Learning Series Fourteen HRSA-funded NCAs partnered to create a four-part national learning webinar series for health centers, Primary Care Associations, and Health Center Controlled Networks. The series’ goal is to increase foundational knowledge of effective strategies to prevent, treat, and manage diabetes among special and vulnerable Health Center Program populations. It focuses on co-morbidities associated with diabetes (e.g., oral health, behavioral health, SUD, obesity, and social risk factors).

Call for Applications: Strategies for Diabetes Management with Vulnerable Populations Learning Collaborative The Association of Asian Pacific Community Health Organizations (AAPCHO), Health Outreach Partners (HOP), and the National Health Care for the Homeless Council (NHCHC)—all HRSA-funded NCAs—will convene a learning collaborative focused on diabetes management in special populations. This cohort of clinical and non-clinical health center staff will learn about effective population-specific approaches, document efforts and effectiveness, and establish new goals using the framework of a Change Map to guide their diabetes prevention and management work.
Applicants must be existing or potential Health Center Program grantees and must have at least one staff member representing clinical and one staff member representing non-clinical practices. A total of 2-3 clinical and non-clinical health center staff must attend four learning sessions between May and August. Apply by Friday, April 19.

Burnout Series 201 The ACU’s STAR2 Center offers a six-part webinar series on one of the most pressing topics facing health centers: provider burnout. It will feature experts who are on the front lines of this issue discussing topics such as team-based care and the role of provider satisfaction, clinician experience, and the connection between physical space and provider well-being. Evaluating Your Infection Prevention and Control Program This HRSA webinar will focus on infection prevention and control for dental settings. Speakers will describe methods of monitoring a site-specific infection control and safety program and identify credible resources to facilitate continuous quality improvement of an infection prevention and safety program.

Oral Health Infrastructure Toolkit HRSA and the National Network for Oral Health Access (NNOHA), a HRSA-funded NCA, will host a webinar to promote the FY 2019 OHI funding opportunity and to highlight the new OHI Toolkit.
The Toolkit includes resources, tools, and promising practices to guide health centers in their work related to infrastructure enhancements that provide new or enhance existing high-quality, integrated oral health services. The webinar will review the Toolkit, which includes a readiness assessment for expansion, relevant HRSA resources, and infrastructure enhancement and expansion strategies.

In recognition of Hepatitis Awareness Month (May) and Hepatitis Testing Day (May 19), HRSA will host “HEP Talks.” Like TED Talks, these will be condensed and informative presentations focused on emerging and important viral hepatitis topics. Each session features a brief talk by a viral hepatitis expert followed by an opportunity for discussion and questions.

Hepatitis B Testing
Robert Gish, a physician and leader in clinical research on viral hepatitis, will discuss best practices for hepatitis B testing and high-priority populations for screening. Dr. Gish serves as consulting faculty at La Maestra Community Health Services, a HRSA-funded health center in San Diego, and was featured as a speaker on HRSA’s Perinatal Hepatitis B ECHO.

Scholarships Available for Health Centers to Attend MAPP Training The National Association of County & City Health Officials (NACCHO), in partnership with CDC and HRSA, is conducting a national Mobilizing for Action through Planning & Partnerships (MAPP) training on June 10 and 11 as a pre-conference workshop before this year’s PHIT Conference in New Orleans. Participants will learn the MAPP process, hear stories from communities using MAPP, practice concrete skills for community engagement, and learn about MAPP resources. Note that registration for the MAPP training and PHIT conference are separate, so please register for each if you plan to attend both events. Register for the MAPP training by Monday, April 15.
NACCHO is offering scholarships to the first four health centers who apply by emailing Pooja Verma by Thursday, April 11. Scholarships only cover the cost of the MAPP training registration. Attendees are responsible for all travel expenses. You will be notified by email if selected for a scholarship.
Patient-Centered Medical Home Teleconferences HRSA contracts with The National Committee for Quality Assurance (NCQA) to provide TA and training to health centers on the NCQA Patient-Centered Medical Home (PCMH) recognition process. We encourage health centers to attend upcoming TA sessions hosted by NCQA’s Government PCMH Recognition Programs (GRIP), which will address questions related to NCQA’s PCMH standards concepts and documentation requirements.

Farmworker Justice Updates Farmworker Justice is a HRSA-funded NCA. The winter issue of its Health Policy Bulletin highlights research, policy, and programs to mitigate the harm of Green Tobacco Sickness among agricultural workers. Health center clinicians and administrators will be able to develop resources that directly address the needs of their agricultural worker patients based on academic research and policy.
