HRSA Issues Fiscal Year 2019 New Access Points Funding Opportunity (HRSA-19-080) Clarification
HRSA issued a clarification (select the Related Documents tab in Grants.gov) of eligible New Access Points (NAP) sites. With regard to eligibility requirement #4, proposed NAP sites must not be located in the same building as any service delivery or administrative/service delivery site already in the approved scope of project of any Health Center Program award recipient or look-alike.
Reminder: The Grants.gov deadline for NAP applications is today at 11:59 p.m. ET. The second phase of the application process is due in HRSA’s Electronic Handbooks (EHBs) by Thursday, April 11 (5:00 p.m. ET).

Fiscal Year 2018 SUD-MH Supplemental Funding Reminders
If you received fiscal year 2018 Substance Use Disorder and Mental Health (SUD-MH) Services supplemental funding, please note these important reminders:
- Staffing Requirement: You must add at least 1.0 FTE direct hire(s) and/or contracted personnel who will support SUD and/or mental health services within eight months of award—by Saturday, May 18. Failure to meet this requirement may impact Year 2 funding.
- Minor Alteration and Renovation (A/R) Projects: You may not begin any minor A/R activities supported with SUD-MH funding without receiving prior approval from HRSA. You must submit a “Capital Update” via EHBs, and meet all additional conditions when applicable.
You should develop appropriate contingencies to ensure that delays in receiving HRSA approval of your minor A/R activities do not impact your ability to meet the staffing requirement and patient projections on time. Find information about the documentation you are required to submit on the SUD-MH TA website.
Meet Us at the NACHC P&I Forum!
We look forward to seeing you at the National Association of Community Health Centers (NACHC) Policy & Issues Forum in Washington, D.C. Please stop by the HRSA booth on Friday, March 29: booth 513 on the back wall of the exhibit hall. Health Center Program Support staff will be there to answer your questions in real time. We will also have representatives from our Loan Guarantee Program to address inquiries about that program.
In addition, staff from the National Practitioner Data Bank will be at booth 506 to share this valuable tool that prevents providers from moving across state lines without disclosure or discovery of previous damaging performance.

HRSA Associate Administrator Jim Macrae as well as Health Center Program senior staff will speak about updates on policy and quality developments during the sessions, as well as what’s new with operational site visits. Technical Assistance Resources for Health Centers
HRSA and the NACHC, a HRSA-funded National Cooperative Agreement (NCA), developed the Health Center Resource Clearinghouse, which provides an up-to-date selection of high-quality TA resources relevant to health centers. The Clearinghouse collects, in a single location, resources on a variety of topics created by HRSA’s TA partners. Priority topics include:
- Diabetes
- Childhood Obesity Prevention
- Behavioral health/Substance Use Disorder (SUD)
- Special and vulnerable populations
- Health IT/data
- Finance
- Workforce
The site is searchable by keyword, topic area, type of resource, and other search fields. Health centers can submit resources and promising practices to be considered for the site, ask questions about resources, and get connected with HRSA’s TA partners. Stay tuned for new resources and promising practices to be added soon.

Rural Communities Opioid Response Program Notice of Funding Opportunity
Last week, HRSA released the Rural Communities Opioid Response Program (RCORP) notice of funding opportunity (NOFO) for a new initiative called RCORP-Implementation (HRSA-19-082). HRSA will make approximately 75 awards of up to $1 million each to networks and/or consortia to enhance SUD service delivery in high-risk rural communities, including services for opioid use disorder (OUD). Over a three-year period, RCORP-Implementation grant recipients will implement a set of core SUD/OUD prevention, treatment, and recovery activities that align with HHS’ Five-Point Strategy to Combat the Opioid Crisis. Grant recipients are strongly encouraged to leverage workforce recruitment and retention programs like the National Health Service Corps. Applications are due by Monday, May 6, in Grants.gov.

The University of Illinois at Chicago MidAmerica Center for Public Health Practice is conducting an evaluation, funded by HRSA, of the MAPP framework.

Opioid Use Disorder: The Role of Adverse Childhood Events and Motivational Interviewing
As the detrimental effects of OUD have been well described over the past 10 years, the dynamic health care landscape demands enhancing primary care provider knowledge on how to address and treat OUD. HRSA will host a webinar to provide actionable information for all members of the primary care clinic team on adverse childhood events (ACEs), the impact on and association with OUD, and how identifying ACEs provides a foundation for trauma-informed care. Additionally, we will address techniques for motivational interviewing with evidence-based literature supporting approaches for OUD. Finally, we will review case studies derived from practice for discussion of practical interventions.

HIV Among Women: Resource for Health Professionals
Women of all ages, races, and ethnicities can contract HIV, but some women are at higher risk than others. CDC provides resources for health professionals and community members to learn more about caring for women living with or at risk of HIV.
Diabetes
Diabetes in Special & Vulnerable Populations: A National Learning Series
Diabetes affects more than 30 million people in the United States. Multi-tiered efforts to prevent, treat, and manage diabetes are critical in reducing the burden of diabetes, particularly for medically underserved racial and ethnic minority populations. In addition to higher prevalence, ethnic and racial minority patients with diabetes have higher rates of mortality and diabetic complications.
Fourteen HRSA-funded NCAs have partnered to create a four-part national learning webinar series for health centers, Primary Care Associations, and Health Center Controlled Networks. The series’ goal is to increase foundational knowledge of effective strategies to prevent, treat, and manage diabetes among special and vulnerable Health Center Program populations.
This series will focus on co-morbidities associated with diabetes (e.g., oral health, behavioral health, SUD, obesity, and social risk factors).

Data Metrics Learning Collaborative
Would you like to start incorporating workforce data into your clinician recruitment and retention efforts? The Association of Clinicians for the Underserved’s (a HRSA-funded NCA) STAR2 Center invites health centers to apply to this 9-week-long immersive learning experience for a chance to explore different workforce metrics, identify ways to collect and analyze them in connection with your workforce efforts, and discuss the topic with experts and health center peers.

Infection Prevention and Control in Dental Settings
HRSA and CDC will host a webinar focusing on infection prevention and control for dental settings. We will review recent documented transmission of infectious agents in dental settings and discuss the implications, as well as standard precautions (emphasis on sterilization and disinfection of patient care items and devices). We’ll share infection prevention and control resources designed to increase adherence with existing recommendations.

Colorectal Cancer Awareness Month
Colorectal Cancer Screening: Different Paths to 80%
Colorectal cancer is the fourth most common type of cancer diagnosed and the second leading cause of death from cancer. HRSA invites you to join a webinar featuring a new campaign from the National Colorectal Cancer Roundtable (NCCRT) and two health centers that have made evidence-based systems changes to reach an 80% screening rate:
- The NCCRT will introduce their new campaign, 80% in Every Community, and marketing research.
- Ammonoosuc Community Health Services will discuss their usage of the iFOBT test, EMR preventative care form, and culture of quality improvement.
- Columbia Basin Health Association will dive into their success with the FIT test, Azara Pre-Visit planning, and quality programs.

80% by 2018 National Achievement Award Grand Prize Winner: NOELA Community Health Center
The 80% by 2018 National Achievement Award recognizes individuals and organizations who dedicate their time, talent and expertise to advancing needed initiatives to reach the national goal of regularly screening 80% of adults age 50 or over for colorectal cancer. The NCCRT recently recognized six honorees with the 80% by 2018 National Achievement Award, including awarding HRSA-funded NOELA Community Health Center the grand prize.
NOELA Community Health Center, a nationally recognized Patient-Centered Medical Home (PCMH), provides comprehensive primary and preventive health care services to underserved communities in and around the New Orleans East area. In 2012, NOELA Community Health Center discovered that their colorectal cancer screening rate was 3%. They committed to making colorectal cancer screening a top priority and aimed for an 80% screening rate, aligning their goal with NCCRT’s target. They reached that goal in November 2018 after implementing several evidence-based changes:
- Patient navigation
- Patient and provider reminders
- Practice assessment and feedback
- Improved data analysis and reporting
- Reduced colonoscopy wait times through an Open Access Endoscopy agreement with two area hospitals
