FY 2019 Legislative Mandates Grants Policy Bulletin The Office of Federal Assistance Management (OFAM) Division of Grants Policy has posted the FY 2019 Legislative Mandates Grants Policy Bulletin. The bulletin provides information on statutory provisions that limit the use of funds on HRSA grants and cooperative agreements for FY 2019.
SAC HRSA-19-016 Modification We modified the FY 2019 Service Area Competition (SAC) NOFO, HRSA-19-016, to update the patient target for the Baltimore, MD, service area (ID: 453). Please refer to the Service Area Announcement Table (SAAT) for the updated patient target.
Uniform Data System Preliminary Reporting Environment and Training HRSA is making a new functionality available in EHBs so that health centers and look-alikes will have earlier access to Uniform Data System (UDS) reporting. The Preliminary Reporting Environment (PRE) will be available via the reporting portal beginning Friday, November 2, enabling users to enter and validate any available/partial data before the “official” reporting window opens on Tuesday, January 1, 2019. Participants will learn more about the new optional reporting functionalities for calendar year 2018 UDS. This session will cover the PRE and two offline UDS reporting features: an Excel tool and an HTML tool. These are part of HRSA’s UDS Modernization Initiative, focused on reducing reporting burden and improving data quality.
In-Person UDS Training Opportunities Available October Through January 2019 HRSA collaborates with the Primary Care Associations to host in-person UDS trainings nationwide. Here’s a schedule of opportunities available through January 2019.
The full-day program explores the preparation of the 2018 UDS Report and the associated tables, including a discussion of the recent changes and the definitions necessary to complete the report. The UDS training is aimed at individuals who are responsible for gathering and reporting the data; management and clinical staff who need to understand the definitions and concepts; and staff who use the data in their program management and quality improvement activities.
Webinar Recording Available: Introduction to the 2018 UDS Clinical Measures The webinar HRSA hosted earlier this month provided detailed information on how to report clinical measures through understanding the framework of the clinical tables (Tables 6A, 6B, and 7). Executive Search for Associate Administrator, OFAM HRSA has begun a national search for an executive to serve as Associate Administrator to lead OFAM. OFAM provides national leadership in the administration and assurance of the financial integrity of HRSA's $8 billion dollar grant portfolio. The vacancy announcement closes Friday, November 9.
Request for Information: Improving Medicare Post-Acute Care Transformation (IMPACT) Act of 2014 HHS’ Office of The Assistant Secretary for Planning and Evaluation (ASPE) has issued a Request for Information (RFI) related to the Improving Medicare Post-Acute Care Transformation (IMPACT) Act of 2014: IMPACT ACT Research Study: Provider and health plan approaches to improve care for Medicare beneficiaries with social risk factors. Please email your comments before Friday, November 16.
The RFI is part of ASPE’s new website, Social Risk Factors and Medicare's Value-Based Purchasing Programs, which also includes:
- Interviews and case studies of Medicare Advantage Plans’ approaches to meet the needs of dually enrolled and other high-cost, high-need beneficiaries;
- Interviews with electronic health record vendors about the collection and use of social risk information; and
- The 2016 Report to Congress: Social Risk Factors and Performance Under Medicare’s Value-Based Payment Programs.
U.S. Preventive Services Task Force (USPSTF) Update The USPSTF recently released a final recommendation on screening for intimate partner violence, elder abuse, and abuse of vulnerable adults, including recommending the HRSA Strategy to Address Intimate Partner Violence and the HRSA and ACF-funded domestic violence toolkit. USPSTF recommends that clinicians screen all women of reproductive age for intimate partner violence and provide those who need help with ongoing support services.
Call for Papers: Increasing Physical Activity Among Women and Girls Public Health Reports (PHR), a peer-reviewed journal of public health research and practice and the official journal of the Office of the Surgeon General and U.S. Public Health Service, invites papers for a special supplemental issue on increasing physical activity among women and adolescent girls in the United States. Learn more. Authors interested in submitting a full manuscript must first submit an abstract for initial review and comment no later than Saturday, November 3. Submit your abstract to Kerry O’Rourke.

Telehealth Resource Center Telehealth can address the opioid epidemic by filling gaps in access to care and available workforce. In a recent blog post, the HHS Office of the Assistant Secretary for Health alerted health care providers to how they can expand access to medication-assisted treatment through telemedicine.
HHS and DEA jointly developed materials to help clarify how clinicians can use telemedicine as a tool to expand buprenorphine-based medication-assisted treatment for opioid use disorder treatment under current regulations, including a DEA Guidance Letter and a Clinical Case Scenario.

The HHS Office for Civil Rights Responds to the Nation’s Opioid Crisis In recognition of National Substance Abuse Prevention Month, the HHS Office for Civil Rights (OCR) is launching a new public education campaign to highlight the Department’s ongoing efforts to combat the opioid epidemic. A video, “Federal Nondiscrimination Laws and Opioid Use Disorders,” provides more information. The video, along with fact sheets, postcards, and HIPAA guidance materials are available on a new OCR webpage.
New: Early Serious Mental Illness Treatment Locator One of the most important advances in treating serious mental illness in recent years is improving care for people experiencing a first onset of serious mental illness. We know that early phases of psychosis can be identified, and that team-based coordinated specialty care treatment reduces the likelihood of long-term disability. SAMHSA’s new Early Serious Mental Illness Treatment Locator will help connect people experiencing a first onset of serious mental illness to effective care.
