Health Center Program Disaster Relief Page
During an emergency, health centers play an important role in delivering critical services and assisting with the local community response. As we are in the high point of hurricane season, and especially in anticipation of Hurricane Florence’s landfall, we encourage health centers to visit HRSA’s recently refreshed Health Center Program disaster relief page. It brings together guidance about Change in Scope (CIS) for Temporary Sites, FTCA coverage, and 340B enrollment during an emergency.

Health Center Program staff track impact data on delivery sites affected by storms. For those in the affected areas, we will continue to be in touch with you to gather information about your operational status and answer any questions related to your grant or scope of project. 


CARE Roll Out

HRSA Awards $60 Million to Support Health Centers Impacted by Hurricanes Harvey, Irma, and Maria
On Thursday, September 6, HRSA awarded nearly $60 million to 161 health centers in six southern states and two U.S. territories that were impacted by Hurricanes Harvey, Irma, and Maria. Capital Assistance for Hurricane Response and Recovery Efforts (CARE) funding will help ensure continued access to primary health care services at community health centers in areas affected by the hurricanes.

HRSA Administrator George Sigounas, MS, Ph.D., highlighted the awards during a Friday visit to CARE award recipient St. Hope Foundation in Houston, Texas. He’s pictured above (at center) with St. Hope’s staff. “Health centers serve as lifelines to services and networks of resources in their communities every day, and especially during a crisis,” Dr. Sigounas said. “St. Hope Foundation proved this before, during, and after Hurricane Harvey hit.”

CARE offers capital assistance and support for minor alteration, renovation, and equipment costs to assist impacted health centers providing services in Alabama, Florida, Georgia, Louisiana, South Carolina, and Texas, as well as Puerto Rico and the U.S. Virgin Islands.

All of Us

HRSA Awards $21 Million to Support Health Center Participation in NIH’s All of Us Research Program
Today, HRSA awarded $21 million to 46 health centers to support their participation in NIH’s All of Us (AoU) Research Program. AoU is a momentous effort to advance individualized prevention, treatment, and care for people of all backgrounds. NIH and its more than 100 partners are calling upon one million or more people from every walk of life to share their health information for at least a decade through surveys, biological specimens, electronic health record data, and, in some cases, wearable devices.

HRSA’s Advancing Precision Medicine (APM) supplemental funding supports health centers’ capabilities to enroll and retain patient partners in AoU. Funding will also be used to advance health centers’ interoperability functionality, preparedness to use and share patient data, and capacity to participate in future research opportunities.

Award recipients, stay tuned for tailored technical assistance opportunities to support the implementation of your funded activities. Additionally, general information about precision medicine and AoU will be available to health centers and health center strategic partners not awarded APM funding.

Substance Abuse Services Updated to Substance Use Disorder Services in the EHBs
To align HRSA’s Electronic Handbooks (EHBs) with recent changes to the Health Center Program statute as amended by the Bipartisan Budget Act of 2018, Substance Abuse Services has been renamed to Substance Use Disorder Services. You will see the new name in most locations in the EHBs, including CIS and other applications.


Enhancements to the CIS Application
We have updated the CIS Request application to improve your experience with HRSA’s EHBs. While completing a CIS request, you can now select contacts directly on the CIS cover page. You will now also only see the selected request type on the CIS cover page, making the cover page less cluttered and easier to read.


Health Center Program Support

New! Changes Coming to the BPHC Helpline
Coming in late September, the BPHC Helpline will change its name to Health Center Program Support and there will be a new toll-free number, 877-464-4772. We will notify you in the Primary Health Care Digest when the change has taken place.

When you dial the new toll-free number, you will have three options. The Health Center Program Support service team will manage Options 1 and 2:

  • Option 1 – Federal Tort Claims Act (FTCA), Uniform Data Systems (UDS) and Patient-Centered Medical Home (PCMH) questions
  • Option 2 – All other Health Center Program questions
  • Option 3 – HRSA Contact Center

Coming Soon: Training and Technical Assistance Needs Assessment
HRSA has requested the National Association of Community Health Centers (NACHC), a HRSA-funded National Cooperative Agreement (NCA), to conduct a national health center needs assessment in collaboration with the other 19 HRSA-funded NCA organizations. Health center responses to the needs assessment will inform the NCAs’ development of operational training and technical assistance. The survey will be available to all health centers September 12 to October 31. Stay tuned for more information.

HRSA is hosting a Behavioral Health Virtual Job Fair on Wednesday, October 17, from 6:45 p.m. to 10:15 p.m. ET. During this online event, representatives from 100+ health care organizations nationwide will be available to discuss their open positions for:

  • Psychiatrists
  • Psychologists
  • Licensed Clinical Social Workers
  • Licensed Professional Counselors
  • Marriage and Family Therapists
  • Nurses specializing in behavioral health
  • Physician Assistants specializing in behavioral health

Employers will discuss their organizations’ benefits, their clinical environments (including approaches to integrated care), the populations they serve, and the rewards of providing care in their communities. Job seekers meet with sites of interest in “virtual rooms.” Each site makes a 15-minute presentation followed by a question and answer period. At the end of the job fair, each employer provides participants with information about job openings and contact information.

An Overview of Free Training and Support Resources for Obtaining the DATA-2000 Waiver to Prescribe Buprenorphine for Treating Opioid Use Disorder
HRSA hosts experts from SAMHSA’s Providers Clinical Support System (PCSS) – Medication Assisted Treatment (MAT) Program. Speakers will provide information on no-cost training and mentoring programs that health center prescribers (physicians, nurse practitioners, and physician assistants) and their primary care teams can access to receive the training and educational resources they need to support evidence-based treatment of opioid use disorder.

An Overview of SBIRT Training Opportunities and Resources
Screening, Brief Intervention, and Referral to Treatment (SBIRT) is an approach to the delivery of early intervention and treatment to people with substance use disorders and those at risk of developing these disorders.

HRSA supports accreditation and recognition for health centers that meet national quality standards through the HRSA Accreditation and Patient-Centered Medical Home Recognition Initiative. Among these standards, infection control and prevention is pivotal for the delivery of high quality care and patients’ safety. According to the CDC, “All health care settings, regardless of the level of care provided, must make infection prevention a priority and must be equipped to observe Standard Precautions.”
