Raising the Bar! An Update from NACHC CHI
“We are raising the bar,” says HRSA Associate Administrator for the Bureau of Primary Health Care (BPHC), while speaking at last week’s National Association of Community Health Center’s (NACHC) Community Health Institute & Expo in Orlando, FL. Macrae, along with Deputy Associate Administrator Tonya Bowers (both pictured at left), told the packed room that we must continually evolve, reinvent ourselves, and strive for more.

He pointed to millions of dollars in new health center investments – while exciting, it comes with higher and higher expectations. Much of the new investments are directed for mental health and substance use disorder services. Macrae was proud to say health centers have shown significant improvement in behavioral health integration, which research shows is critical to the treatment of mental illness and substance use disorders, as well as the management of co-occurring physical conditions and addictions, life expectancy, and cost efficacy.

In 2017, nearly 90% of HRSA-funded health centers provided mental health care to more than two million people nationwide. Mental health services increased by 37% since 2015, and substance use disorder services increased by 44%.

Service Area Competition (SAC) HRSA-19-013 Deadline Reminder
SAC applications for service areas with a March 1, 2019, project period start date (HRSA-19-013) are due in HRSA’s Electronic Handbooks (EHBs) by 5:00 p.m. ET on Tuesday, September 18. Technical assistance materials are available on the SAC technical assistance website.


FY 2018 Health Center Quality Improvement Awards Technical Assistance Webinar
HRSA recently announced $125 million in supplemental funding for the Health Center Program to recognize health centers across the United States and the territories for their advances in quality improvement. The goal of the Quality Improvement Awards (QIAs) is to improve clinical quality, improve patient outcomes, and increase access to comprehensive primary care services while recognizing health centers’ efforts that support on-going quality improvement.

HRSA will host a webinar to explore the role and impact of the QIAs, eligibility, and award criteria summary of the FY 2018 awards.

New HRSA Data Warehouse Site
The HRSA Data Warehouse has launched a newly designed website, with enhanced navigation tools, dashboards, and other new features.


New CMS Model to Address Impact of the Opioid Crisis for Children
CMS announced a new Innovation Center payment and service delivery model as part of a multi-pronged strategy to combat the nation’s opioid crisis. The Integrated Care for Kids Model focuses on children in Medicaid and the Children’s Health Insurance Program (CHIP) who have physical and behavioral health needs, including substance use. The model aims to reduce expenditures and improve care quality for children (<21 years) covered by Medicaid and CHIP through prevention, early identification, and treatment of behavioral and physical health needs. The model will empower states and local providers to better address these needs through care integration across all types of health care providers.


U.S. Preventive Services Task Force (USPSTF) Update
USPSTF seeks comments on a draft recommendation statement and draft evidence review on interventions to prevent perinatal depression. The Task Force found that counseling can help prevent perinatal depression in women at increased risk. Read and comment on both the draft recommendation statement and evidence review by Monday, September 24.

Conducting Mock Surveys for Risk Assessment: Infection Control and Prevention
HRSA works with The Joint Commission to inform health center quality efforts. In this webinar, Joint Commission expert, Joyce Webb, RN, MBA, Project Director, Division of Healthcare Quality Evaluation, will discuss the mock tracer survey process and the steps for conducting a successful mock survey in your health center. This session will focus on infection control and prevention.

The tracer methodology is an integral part of the on-site accreditation survey process The Joint Commission uses. A health center that understands tracers can use mock surveys as a tool to assess its compliance with standards and make improvements needed to maintain continuous compliance. Mock surveys can provide important information and identify broader issues for improvement. 


An Overview of Free Training and Support Resources for Obtaining the DATA-2000 Waiver to Prescribe Buprenorphine for Treating Opioid Use Disorder
HRSA hosts experts from SAMHSA’s Providers Clinical Support System (PCSS) – Medication Assisted Treatment (MAT) Program. Speakers will provide information on no-cost training and mentoring programs that health center prescribers (physicians, nurse practitioners, and physician assistants) and their primary care teams can access to receive the training and educational resources they need to support evidence-based treatment of opioid use disorder.

An Overview of SBIRT Training Opportunities and Resources
Screening, brief intervention, and referral to treatment (SBIRT) is an approach to the delivery of early intervention and treatment to people with substance use disorders and those at risk of developing these disorders.

At this upcoming webinar, experts from SAMHSA’s Addiction Technology Transfer Center (a nationwide, multidisciplinary resource for professionals in the addictions treatment and recovery services field) will discuss online and regional training opportunities on SBIRT for health centers and their primary care teams. They will also share SBIRT best practices and technical assistance resources to assist health centers in treating patients with substance use and behavioral health disorders.

Million Hearts® 2022 Self-Measured Blood Pressure Monitoring Forum
Self-measured blood pressure monitoring (SMBP)—or home BP monitoring—plus clinical support helps people with hypertension control their blood pressure. The Million Hearts® SMBP Forum gathers SMBP implementers, facilitators, and others quarterly to exchange knowledge, identify obstacles, and surface solutions in order to advance the practice of SMBP nationwide. NACHC welcomes active participants from diverse sectors, including clinical care teams, health departments, community-based clinical support providers, employers, payers, and others. The purpose of this quarterly online meeting is to exchange best and promising practices, identify obstacles, and share resources in order to accelerate SMBP uptake.

Free Continuing Education on HIV Testing Intervals for At-Risk Adults from the CDC and Medscape
The CDC and Medscape are hosting a free continuing education (CE) credit activity for clinicians involved in HIV infection screening. The activity describes compliance with CDC recommendations for HIV infection screening among persons at increased risk, based on an analysis of 2006-2016 data from the General Social Survey. The training activity is available from Medscape (free registration is required). The report is available from the CDC in HTML or PDF.
