An Office of Personnel Management (OPM) announcement about access to voting has been posted, stating that agencies should provide up to 4 hours of administrative leave for:
- Voting in the Federal general election (on Tuesday, November 5, 2024);
- Voting in an election on another day (including primaries and caucuses) at the Federal, State, local (i.e., county and municipal), Tribal, or territorial level;
- Voting in special Congressional elections not held on the Federal election day; and
- Volunteering as a non-partisan poll volunteer or observer. (Note: Administrative leave for this volunteer is separate from, and in addition to, that provided for voting. Administrative leave for this activity is also limited to 4 hours per leave year)
Voting is permitted during scheduled workdays and regular (i.e., non-overtime) hours. The amount of administrative leave requested should only be the amount actually needed to vote, volunteer or observe. Administrative leave can also be provided for early voting (i.e., voting prior to Federal election day, as authorized by the jurisdiction).

Compensation as a Poll Volunteer or Observer: Employees who serve as non-partisan poll volunteers or observers are not required to return to GSA the compensation received for this public service activity.
How to Request Administrative Leave in HR Links:
In the HR Links Absence Request Module, select Request Absence, then select 084 - Other Paid Absences:
If requesting leave for voting:
Enter the Start Date and End Date. Select Partial Days and insert the number of hours requested (not to exceed 4) in the Partial Hours field. Add the required Comment: “Requesting administrative leave for voting purposes”, then Submit.
If requesting leave for volunteering or observing:
Update the Absence Type to Other Paid Absence / Volunteer, then enter the Start Date and End Date. Select Partial Days and insert the number of hours requested (not to exceed 4) in the Partial Hours field. Add the required Comment: “Requesting administrative leave for volunteering or observing at a polling center”, then Submit.
