On Jan. 25, GSA joined the Federal Emergency Management Agency to cut the ribbon on its new FEMA Distribution Center in Greencastle, Pennsylvania. The nearly 250,000 usf facility was constructed to replace an expiring lease in Frederick, Maryland, and support FEMA’s need for increased space, improved access and maneuverability, and proximity to major interstates.

On Jan. 30, R3 PBS hosted a Virtual Inflation Reduction Act Industry Day for GSA industry partners. With over 256 attendees and 120 contractor registrants, the free webinar included general contractors, manufacturers, suppliers, architecture/engineering firms, construction management firms, GSA and more who were interested in learning more about GSA’s recent funding for low embodied carbon materials.
Topics covered included:
- Low embodied carbon construction material requirements.
- Environmental product declarations.
- Embodied carbon considerations in the procurement process.
- PBS R3’s LEC projects in the pipeline.
- Future sources sought notice that will be open to all business concerns: information and deadline.
- Next steps/resources.
Panel speakers included GSA R3 PBS Deputy Regional Commissioner Tom Lyman, JD Dennis, Daria Giannotti, Stephen Grisi, Walter Tersch, Rick Spencer and Steve Zorzi. R3’s Carolyn Clements helped plan the well received event with support from the R3 OSC Client Team’s Beni Curley and Will Powell.

On Jan. 22, the Sylvia H. Rambo U.S. Courthouse in Harrisburg, Pennsylvania, received a Leadership in Energy and Environmental Design Gold certification from the U.S. Green Building Council. LEED is the most widely used green building rating system in the world.
The sustainable attributes for this courthouse include:
- Reducing lighting power to 30% through optimizing access to daylight.
- Optimizing whole building energy performance by 41%.
- Incorporating local and regional construction materials.
- Using low-emitting volatile organic compound materials to improve indoor air quality.
- Reducing indoor water use by 26%.
- Incorporating an 11,000 square foot green roof which utilizes many drought resistant plants and plants native to central Pennsylvania.
- Stormwater management capturing and retaining 95% of rainfall for an onsite rain garden.
- Reducing outdoor water irrigation use by 90%.
- Reducing parking footprint capacity by 74% and having access to public transportation.
The project team was led by Project Executive Abby Low and Project Manager Gary Zimmerman. Project Engineer Brett Molash worked on the LEED crediting process. Opened in April 2023, the 243,000 square foot facility provides eight courtrooms and eleven judges chambers.
R3 Client Planning Manager Kim Hart was recently recognized for her work on the Drug Enforcement Administration State of the Client presentation for a nationwide GSA audience.
“Kim’s expertise in sharing DEA's critical mission needs and challenges, and how that impacts their real estate, really helped the audience to connect with the client on a deeper level and increased our ability to better serve this major customer,” wrote Seyi Gbadegesin, GSA director of the Customer Planning Division, in an email to R3’s Dorothy Grosick. “Kim did an excellent job and we look forward to working with her again in the future.”
Over 200 GSA employees attended the presentation.

On Jan. 17 and 25, OMA’s David Sanders partnered with IT’s Kim Boyer to host Continuity Communications training for 65 R3 continuity responders.
The training reviewed various communications and IT tools available to the GSA workforce as the success of continuity programs is dependent on the availability and access to communications and information systems. Attendees were encouraged to review all information and complete the tasks listed on the R3 IT Tools Checklist.

On Thurs., Feb. 29, R3’s Office of Strategic Communication is hosting a photo day for GSA employees interested in having a formal headshot photo taken with the American flag.
The photo session will be in the Washington Square Conference Room on the 5th floor of the ROB.

Before GSA I ... worked at an architecture firm as a licensed architect and project manager on mostly biomedical and pharmaceutical laboratory projects.
