New! Pay and Leave Guidance for the Memorial Day Holiday
This year, Memorial Day falls on Monday, May 29th. Employees scheduled to work that day will receive holiday pay. Employees on a standard or flexible schedule are provided with 8 hours of holiday pay. Employees on a compressed schedule are provided holiday pay for the number of hours they would have been scheduled to work on that day (i.e., 8, 9, 10, or 12 hours).
Some full-time employees may not be scheduled to work on the holiday. If you are in this group, you are instead eligible for an in-lieu-of holiday. The in-lieu-of holiday is the last workday immediately before Memorial Day. For most employees, the in-lieu-of holiday will be observed on Friday, May 26th.
To record holiday time off, use the time reporting code 002-Holiday Observed. Do not place any information into the “Additional TRC,” “Labor Code,” or “Task Code” fields.
You can direct timekeeping questions to your organizational time administrator or to the timekeeper help desk (timekeeping.help-desk@gsa.gov).
The Clock is Ticking for Mid-year Reviews
If you haven't completed your mid-year review yet, there's still time to get it done before the May 31st deadline.
Here are a few tips for success:
- Clear your cache. GSA IT recently completed a software upgrade that requires you to clear your web browser cache to properly access HR Links.
- Prepare an optional self-assessment [download], an ideal way to outline your successes and accomplishments. Reference the employee job aid on completing a self-assessment in HR Links.

May Article Club: Responsible Use of Generative AI and Similar Applications
The OCFO Article Club will be meeting Wednesday, May 24th at noon Eastern. This month's discussion will focus on the influence of artificial intelligence and other technological advancements on public and private work. The article guiding the conversation is How to Responsibly Use ChatGPT (and Other LLM Applications) in Your Business Interactions. There are also two administration statements that you can read — Blueprint for an AI Bill of Rights and FACT SHEET: Biden-Harris Administration Announces New Actions to Promote Responsible AI Innovation that Protects Americans’ Rights and Safety — for background.
Also, a reminder that OCFO has an enterprise-wide subscription to Gartner, which contains many applicable resources through their Government Finance Leadership Council (including CPE). Registering takes less than a minute and simply requires a gsa.gov email address. Go to https://www.gartner.com/.
