New GO.gov TMC Strategy
GSA's Federal Acquisition Service (FAS) is acquiring Travel Management Center (TMC) services for GO.gov FOC Phase 2 and 3 agencies. This approach, though a shift from previous guidance, is proceeding with leadership and OMB approval.
For GO.gov implementation, agencies have been grouped, with Group 1 focused on standard services, Group 2 having additional requirements for services beyond standard, and Group 3 working directly with the TMC PMO due to unique mission needs. The procurement will involve a Request for Quote (RFQ) and a Performance Work Statement (PWS) issued against the Multiple Award Schedule (MAS) for Travel Agent Services (561510), leading to a multiple-awardee Blanket Purchase Agreement (BPA) for Groups 1 and 2.
GSA will assign agencies to a TMC based on factors like travel volume, agency-specific requirements, and GO.gov implementation phase. GSA will also serve as the formal Technical Evaluation Team, with agency representatives acting as subject matter experts (SME) for Groups 2 and 3. GSA will manage the acquisition as the Contracting Officer (CO) and Contracting Officer's Representative (COR) for Groups 1 and 2, with agency representatives serving as Agency Project Managers to manage day-to-day operations with the TMC.

Platform Updates
We have decided to postpone the Initial Operating Capability (IOC) launch. This decision reflects the results of our readiness review, system testing, and accreditation processes, as well as delays stemming from the ongoing lapse of appropriations.
We’re currently addressing these issues and their downstream impacts. This approach ensures a secure, reliable transition to GO.gov and delivers a solution that meets the high standards this program requires. We will keep you informed with an updated timeline in the coming weeks.
