Advanced Notice for MAS Refresh 23 and Upcoming Mass Modification

The General Services Administration (GSA) Federal Acquisition Service (FAS) is planning to issue GSA Multiple Award Schedule (MAS) Solicitation 47QSMD20R0001 - Refresh # 23 and an associated mass modification (mass mod) to all existing contracts in December 2024.

Outlined below are the upcoming changes associated with Solicitation 47QSMD20R0001 - Refresh # 23:

A: Changes to Overall MAS Solicitation: 

  1. Implement various revisions to SCP-FSS-001 Instructions Applicable to All Offerors 
  2. Incorporate updated Service Contract Labor Standards (SCLS) Wage Determinations
  3. Implement revisions to the Offer and Modification Price Proposal Templates (PPT)
  4. Retire clause I-FSS-600, Contract Price Lists
  5. Incorporate clause and provision updates, as necessary, through Federal Acquisition Circular (FAC) 2025-01 and GSAR Change 192
    1. Incorporate new provision and clause to identify single-use plastic free packaging availability for products 
    2. Incorporate clause FAR 52.240-1 Prohibition on Unmanned Aircraft Systems Manufactured or Assembled by American Security Drone Act - Covered Foreign Entities (NOV 2024)
