FSIS to Propose Removal of Standard of Identity for Canned “Tripe with Milk”

FSIS is proposing a rule to remove the standard of identity for canned “Tripe with Milk” in 9 CFR 319.308. FSIS has determined that the existing standard for the finished canned article is unnecessary. This proposed rule is now on display on the Federal Register and will be published on June 30, 2025.

This change aims to modernize regulations and reduce unnecessary restrictions on the industry and will allow establishments more flexibility in product development. FSIS will accept comments on this proposed rule through July 30, 2025. Comments may be submitted online or by mail. Instructions for submitting comments are detailed in the Federal Register notice.

FSIS Updates its Method for Listing States with and without State Meat or Poultry Inspection Programs

On June 26, 2025, FSIS announced it is amending the federal meat and poultry products inspection regulations to remove the lists of states that do not operate their own meat or poultry inspection (MPI) programs. FSIS is removing the lists from 9 CFR 331.2, 9 CFR 331.6, 9 CFR 381.221, and 9 CFR 381.224. FSIS will continue to maintain the lists of states with and without MPI programs on its webpage States With and Without State Inspection Programs to ensure that the public has accurate and timely access to information about state and federal inspection programs.

This rule is solely an administrative change to the format and location of the lists. This action will not change FSIS' criteria for approving state MPI programs. FSIS will continue to assess state inspection programs to ensure they meet federal standards, supporting the food safety system across the nation.

FSIS Releases Two New HACCP Models for Egg Products

Today, FSIS released two new generic hazard analysis and critical control point (HACCP) models for egg products:

FSIS previously published a model for raw non-intact egg products in 2022. Egg products include any dried, frozen, or liquid eggs, with or without added ingredients.

Consistent with previous models, each includes a product description, ingredients list, production flow diagram, hazard analysis, and HACCP plan. FSIS HACCP models may not necessarily apply to all operations or products, and the contents of the models are nonbinding. Flow diagrams in the models demonstrate a general production process and should be modified to reflect the processes used at the establishment. These models are intended to assist establishments in meeting regulatory requirements to produce safe and wholesome products.

Along with the 1996 Pathogen Reduction/HACCP final rule, FSIS made generic HACCP models for different meat and poultry processes available as examples on how to meet regulatory requirements. As announced in the October 2, 2020, Constituent Update, FSIS updated its HACCP guide and multiple generic HACCP models and also developed a Sanitation Standard Operating Procedures guide. New and updated models reflect changes in FSIS policy and lessons learned about implementing HACCP since its inception.

FSIS HACCP models are available on the FSIS Guidelines page and the Small & Very Small Plant Guidance page of the FSIS website. Additional HACCP models will be posted and announced in future Constituent Updates as they are developed or revised.
