Discovery is a process where, as part of the solicitation, vendors are given an opportunity to come in and ask the government questions about the government's requirements. Using this technique results in vendors better understanding the government's requirements and thus submitting better responses to the solicitation. Visit the DHS PIL YouTube channel for more PILCasts.
