Changes to FAC-C Training Requirements

Beginning October 1, 2019, NEW Federal Acquisition Certification - Contracting (FAC-C) training requirements take place. Per the Office of Federal Procurement Policy (OFPP), adopting these new training requirements continues our alignment with Defense Acquisition University’s (DAU) Defense Acquisition Workforce Improvement Act (DAWIA) contracting certification program in addition to increasing efficiencies and broadening the knowledge and skills of all course graduates.

Students will be provided time to implement these changes as they seek FAC-C Level I, II, or III.  The changes to the curriculum are not extensive, however, there are varying dates to keep in mind. A new OFPP policy memo will not be issued for these changes; all changes will continue to be maintained on FAI.gov.

1. Effective October 1, 2019, two major changes to the FAC-C training curriculum take effect:  

  • CON 270: Intermediate Cost and Price Analysis is no longer a required FAC-C certification course
  • CLC 056: Analyzing Contract Costs is required for FAC-C Level I instead of FAC-C Level II  

2. During October 1, 2019 - June 30, 2020, several phased changes will be implemented to afford DAU Equivalent Courseware providers time to make the necessary changes to their courseware:

  • CON 090: FAR Fundamentals (20 days) will be retired and replaced with a new course, CON 091: Contracting Fundamentals (13 days)
  • FCN 190: FAR Fundamentals (10 days) will be retired and replaced with a new course, CON 091: Contracting Fundamentals (13 days)
  • CON 170: Fundamentals of Cost and Price Analysis will be an 8-day course (previously 10 days)
  • CON 360: Contracting for Decision Makers will be an 8-day course (previously 10 days)
  • CON 280: Source Selection and the Administration of Service Contracts will be modified to incorporate specific content from CON 270
  • CON 290: Contract Administration and Negotiation Techniques in a Supply Environment will be modified to incorporate specific content from CON 270

Course completion certificates from CON 090 and FCN 190 shall be accepted for certification purposes through September 30, 2021.
