On December 18, 2025, President Trump announced that all executive departments and agencies of the Federal Government shall be closed, and their employees excused from duty on Wednesday, December 24, 2025, and Friday, December 26, 2025, the day before and the day following Christmas Day, respectively.
Managers may require designated emergency or mission-critical employees or employees whose presence is necessary to remain on duty due to operational and business needs. For those of you who will remain on duty, please know that your dedication to our mission and willingness to go above and beyond to keep our nation’s transportation system moving and the traveling public safe.
Employees should record holiday absences in the time and attendance (T&A) system as follows:
- Time Not Worked Code – 050 – Holiday Leave.
- Labor Distribution Reporting (LDR) Codes for Administrative Leave, Project Code – 12XXFALEAVE, Task Code – LEA005 – Use of Holiday Leave.

Note: This applies to non-bargaining unit employees/positions and bargaining unit employees/positions. It does not apply to bargaining unit employees/positions where the applicable collective bargaining agreement contains conflicting provisions, or the Agency has not met its bargaining obligation.
