What’s New for 2023 and the Dates You Need to Remember
The Federal Benefits Open Season occurs every year between the second Monday in November and the second Monday in December. You have the opportunity to enroll, change plans/plan options, change enrollment type (e.g. self only to self plus one or self plus family, etc.) or cancel your Federal Employees Health Benefits (FEHB) and the Federal Employees Dental and Vision Insurance Program (FEDVIP). You also have the opportunity to re-enroll or newly enroll in the Federal Flexible Spending Account Program (FSAFEDS).
FSA contribution limits have increased in 2023 from $2,850 to $3,050; the maximum carryover increased to $610 from $570. Dependent care contribution limits remain unchanged at $5,000 per household.
Although technically not part of Open Season, this is also an excellent time to review your beneficiary elections as well as your Thrift Savings Plan (TSP) election to ensure you max out agency matching for 2023.
We encourage you to use this annual opportunity to review your benefits, consider alternatives and update as necessary to ensure you’re maximizing the benefits available to you.

Important Dates

November 14, 2022 – Open Season Begins
- To access EEX you will need to use your PIV card or create a Login.gov account and register it with EEX
- If you don’t make any changes, your current election will continue into 2023.
- If you don’t make any changes, your current election(s) will continue into 2023.
- Unlike health/vision/dental, flexible spending account elections do not carry over. You must make a new election each year (or during a qualifying life event).
- Use Employee Express (EEX) to make any FEHB or health insurance plan changes.
- Use BENEFEDS to make changes to your Federal Employee Dental and Vision Insurance Plans (FEDVIP).
- Use FSAFEDS to make your flexible spending account elections.

December 4 – 17, 2022 (PP26) – Make your 2023 Thrift Savings Plan election/changes in EEX
- You should adjust your TSP contribution during pay period 26 (Dec. 4-17, 2022) if you want to contribute up to the limit to ensure you receive the maximum agency matching contribution. Your election will be effective in pay period 1, and be reflected on the January 10, 2023 paycheck.
- TSP moved to the “Spill Over” method for catch-up contributions in 2021. This means there is no longer a separate election specifically for catch-up contributions. For those 50 and over who want to contribute both regular and catch-up contributions, you will make one combined election.

January 1, 2023 – Effective date of Open Season FEHB, FEDVIP and FSAFEDS elections.

January 24, 2023 – Check your earnings and leave statement in EEX to ensure that your open season elections were completed properly. It is your responsibility to verify that you are in the correct FEHB plan. If you find a discrepancy, please notify the BOC at 1-855-FAA-BENE (322-2363) or 9-ACE-FAA-BENE@faa.gov immediately.

February 12, 2023 – Date by which you’ll receive new insurance cards, if you switched FEHB and/or FEDVIP plans. If you do not have access to new cards by this date, please contact the BOC.
