Colleagues,

As we begin a new year, I am pleased to share that even in light of the pandemic, our agency met all 29 of our Organizational Success Measures (OSMs) for fiscal year 2021. In addition, President Biden signed an executive order authorizing a 2.2% general increase for Federal General (FG) Schedule employees and a .5% average government-wide locality pay increase for 2022. At the FAA, beginning the first pay period in January, there will be a 2.2% increase for employees in the following pay bands:

  • FG and Core Compensation pay programs, pay bands and pay tables
  • Air Traffic Specialized Pay Plan (ATSPP) pay bands
  • Air Traffic Manager (MSS) pay bands
  • Executive (EV) pay bands  

As a result of the successful achievement of all OSMs, I also authorize funding of the non-general increase portion of the Federal Aviation Administration (FAA) Valuing Performance (VP) pay pool that will be applied toward pay increases for those employees in the program, depending on their performance level. All VP employees have the opportunity to achieve the highest rating while supervisors are empowered to make meaningful distinctions based on actual performance.

This is the second full year for FAA bargaining unit employees in the Performance Management & Assessment System (PMAS), and the use of PMAS has allowed us to better track performance and house electronic documents. To improve data accessibility across our entire workforce, Human Resources will consolidate the current VP online application into the PMAS online application in FY 2023. Updated pay tables and details specific to each FAA pay plan, to include negotiated pay plans, will soon be available on MyFAA.
