FEMP Releases New Energy Savings Performance Contract Energy Sales Agreement RFP Template

FEMP recently added an editable request for proposals (RFP) template to the Energy Savings Performance Contract Energy Sales Agreement (ESPC ESA) Toolkit. This new template saves agencies time by providing standard RFP language with prompts for entering project-specific details. Download the RFP template from the ESPC ESA Toolkit.

ESPC ESAs are a project structure that allow federal agencies to utilize the ESPC long-term multiyear contracting authority to implement cost-saving renewable energy conservation measures. The ESPC ESA Toolkit provides federal agency contracting officers and other acquisition team members with information that will facilitate the timely execution of ESPC ESA projects.

  • ESCO Selector: This tool helps agencies create a notice of opportunity that complies with federal requirements, producing a standard template in Word format that is editable and easily tailored as needed.
  • Water Project Screening Tool: This Excel-based tool helps federal sites identify a comprehensive suite of water efficiency projects, especially targeted at energy savings performance contracts and utility energy service contracts.
  • Plug-In Electric Vehicle Overview for Drivers: This on-demand training course presents clear answers to common questions about plug-in electric vehicles, including the different types of vehicles, safety, battery range, charging, and maintenance.
