FTA and DOT are working to review, update, modify or rescind certain guidance and regulations to conform with recent executive orders. Circular 4704.1A, “Equal Employment Opportunity (EEO) Requirements and Guidelines for Federal Transit Administration Recipients,” is currently being reviewed as part of this initiative. FTA will issue relevant updates to the public when available.
In anticipation of potential changes, FTA is restructuring its deadlines for submission of certain program documents. Accordingly, agencies previously required to submit their EEO programs on March 1, 2026, are hereby notified that this deadline has been extended to October 1, 2026.
