Recently, FTA has welcomed FTA Administrator Marc Molinaro. Administrator Molinaro comes to us with a lifetime of public service, including serving as the U.S. Representative for New York’s 19th congressional district and as the Mayor of Tivoli, New York, and the New York Dutchess County Executive. Public transportation has long been a personal passion of his, as it connects Americans to their workplaces, communities, and essential services. His leadership will help us to move FTA’s many important initiatives forward.
FTA is providing a reminder about the RWP regulation (49 CFR part 671) which requires Rail Transit Agencies (RTAs) to establish a State Safety Oversight Agency (SSOA)-approved RWP program by December 2, 2025.
To assist agencies in implementing RWP programs, FTA published frequently asked questions on FTA’s RWP webpage to address agencies’ questions and concerns. The RWP webpage also includes a link to the November 2024 RWP Final Rule Overview webinar recording and a newly published RWP Implementation Checklist, developed to help RTAs meet the requirements of the RWP regulation. FTA continues to monitor the serious and ongoing safety challenges posed by trespassing incidents on rail transit systems. In August, FTA launched a new public outreach campaign to raise awareness on rail transit trespassing prevention.
FTA is reminding the public to Be Train Safe. Stay off the Tracks. While traveling in transit systems, report suspicious or dangerous behavior on or near rail transit tracks.
FTA funds public outreach and education to promote safe behavior around rail transit and prevent dangerous activities, such as trespassing and subway surfing. Operation Lifesaver, Inc. developed transit safety materials along with a variety of public awareness campaigns that can be used by transit agencies for public outreach to help prevent trespassing incidents. In addition, FTA has compiled mental health resources to help maintain safe transit systems.

In April 2025, FTA’s Office of Program Oversight launched Oversight Tracking System (OTrak) recipient trainings for the fiscal year (FY) 2025 review cycle. OTrak is FTA’s official system of record for program oversight data for FTA staff, contractors and recipients. All recipients receiving an FY 2025 Triennial Review (TR), State Management Review (SMR), Combined TR/SMR or a Procurement System Review (excluding technical assistance) will use OTrak to view their final reports and respond to corrective actions addressing any identified deficiencies.
