FTA is reminding the transit industry of the upcoming Public Transportation Safety Certification Training Program (PTSCTP) semi-annual reporting period. The Points of Contact (POCs) identified by State Safety Oversight Agencies (SSOAs) and Rail Transit Agencies (RTAs) must report 1) the current list of designated participants for PTSCTP at the agency, and (2) the course(s) the agency has identified as required recertification training for PTSCTP designated participants to FTA between July 1, 2025 and July 31, 2025. POCs are encouraged to use the reporting form to submit the required information.
PTSCTP requirements only apply to:
-
SSOAs, their employees and contractors that conduct safety reviews, inspections, examinations and other safety oversight activities of rail fixed guideway public transportation systems and
-
RTAs, their employees and contractors who are directly responsible for the safety oversight of a recipient's rail fixed guideway public transportation systems.
FTA published frequently asked questions (FAQs) to help facilitate the reporting process. The FAQs provide information on PTSCTP enrollment procedures, the level of detail required for course information reporting and more.
Additional information on the applicability of the PTSCTP regulation, the definition of “designated personnel,” and forms to aid in completing semi-annual reporting, PTSCTP enrollment and designated participant changes are available on the PTSCTP webpage. For any additional questions, please email the FTA safety training team at FTASafetyPromotion@dot.gov.
