South Dakota DOT:  Improving safety and efficiency with e-Ticketing

When the South Dakota Department of Transportation (SDDOT) approached the contracting community to consider the adoption of e-Ticketing, a partnership began that piloted and evolved the innovation on projects in 2020-2021. Working together, they proved the concept that a wireless fleet management system and electronic ticket capture software system could work together to generate and transmit weight tickets, with the side benefit of tracking trucks during transport and recording the point of placement of the hot-mix asphalt (HMA) on the project. Specifics of this e-Ticketing provision are presented within their Supplemental Specification (pg. 10 of 68) and on projects that opted to use this provision during the 2022 Construction season.

With the development and adoption of a new e-Ticketing Supplemental Specification, the SD contractors have an option of providing printed tickets or e-Tickets at no additional cost to the contract. The system uses a wireless fleet management system or global navigation satellite system management system and ticket capture software. These tools help to capture computer-generated weight tickets into a digital format and track trucks during transit for the recording of truck delivery of material at the point of placement on the project.

The SDDOT piloted three e-Ticketing hot mix asphalt (HMA) projects in 2021 for HMA.  In 2022, the SDDOT had contracted three additional HMA projects with e-Ticketing and optioned three additional e-Ticketing projects.  With the e-Ticketing option projects, the contractors chose to use the e-Ticketing option.  The SDDOT has identified e-Ticketing benefits as improved work zone safety, since the person collecting tickets does not have to be on the road, and time savings by personnel tracking and totaling tonnage electronically.  Figure 1 presents SDDOT using e-Ticketing during 2022.

Delaware DOT e-Ticketing goes live with all hot-mix asphalt projects

Delaware DOT (DelDOT) began their journey to adopt e-Ticketing in 2016 as part of their e-Construction deployment.  That journey began by first understanding the needs of DelDOT, vendors, trucking firms, and contractors.  Over the next five years the stake holders met and discussed each other’s needs and considered different tools that were available to advance e-Ticketing.  In the summer of 2021, DelDOT piloted a few projects, with lessons learned for improvement and success in 2022. 

To assist in the deployment of e-Ticketing, they produced training modules titled Finding Your Project and Tickets, Marking a Ticket Delivered, Marking a Ticket Rejected, and Documenting a Ticket without an Internet Connection.  These training modules are located within DelDOT’s Construction Manual, under Part F – e-Construction.  Figure 1 presents DelDOT using e-Ticketing during 2022.

e-Ticketing officially went live for DelDOT on all new projects in late Spring of 2022.  DelDOT has experienced widespread acceptance of the new e-Ticketing process by Inspectors.  So much, that the Inspectors are asking for additional integrations of collected field data to directly populate DelDOT’s electronic construction management systems.  DelDOT is moving to accommodate those requested integrations by completing a connection between its e-Ticket platform and its e-Construction platform, which will reduce user input required for payment to a handful of mouse clicks.  Not only will this be quicker, but it will also improve accuracy by reducing the opportunity for human error in transferring values between paper to computer. 

DelDOT sees e-Ticketing as an opportunity to improve work zone safety, increase information access throughout the chain of command, and reduce administrative and paperwork burden.   In addition, DelDOT is considering the expansion of data associated with e-Ticketing to include location of materials placed, integrated live data stream from the pavers, and coordinated sharing of data with law enforcement for size and weight enforcement.
