Job Summary:
This position is located in the U.S. Department of Labor (USDOL), Office of Labor-Management Standards (OLMS), Division of Interpretations and Standards (DIS). The Mission of the Division is: (a) to develop policy guidance and administer OLMS regulatory activities for the Labor-Management Reporting and Disclosure Act (LMRDA) of 1959 and related statues; (b) to develop and administer comprehensive national public information and liaison programs; (c) to increase knowledge of and compliance with the LMRDA and related laws; and (d) to develop and administer OLMS staff training programs. The LMRDA establishes standards for labor union democracy and financial integrity through, among other areas, the regulation of internal union elections and the safeguarding of union funds and assets. The LMRDA also promotes labor union and labor-management transparency through reporting requirements for unions and their officials, employers, labor relations consultants, and surety companies. OLMS also administers related laws, which apply similar standards to federal sector unions subject to the Civil Service Reform Act of 1978 (CSRA) or the Foreign Service Act of 1980 (FSA). The position is that of Policy and Law Advisor. The incumbent develops policy regarding application of the LMRDA and related laws and regulations and performs functions related to the mission of DIS under line supervision by the Division Chief. GS-13 is the full performance level of this position. This position is located out-side the bargaining unit. Permanent Change of Station (PCS) expenses are not authorized.
