News and Updates - Just grants justice Grants System

On October 15, 2020, the Department of Justice grant making components – the Office of Community Oriented Policing Services (COPS Office), the Office of Justice Programs (OJP), and the Office on Violence Against Women (OVW) – transitioned to one grants management system (JustGrants) for all three grant components and a new payment management system (ASAP).

Justice Grants System (JustGrants) Outage

ALERT: Due to planned DOJ Financial Management system upgrades, JustGrants will be unavailable for users from Friday, May 7, 2021, at 5:30 p.m. ET to Wednesday, May 12, 2021, at 5:30 a.m. ET.

During this time, no grants management or application submission activities will be accessible in JustGrants. If you attempt to access the system, you will receive a service dashboard message. Access to JustGrants will be restored once the system is back online after 5:30 a.m. ET on May 12, 2021.

To prepare for the system outage, we advise you to complete any time-sensitive actions in JustGrants as soon as possible. Any work on applications that is saved prior to the system being taken offline on May 7, 2021, at 5:30 p.m. ET will not be lost.

As a reminder, JustGrants is routinely unavailable for users from 1 a.m. to 5 a.m. ET on weekdays and between 8:30 p.m. ET Saturday and 9:30 a.m. ET on Sunday to allow for the transfer of data between the DOJ financial management system, the System for Award Management (SAM.gov), and Automated Standard Application for Payments (ASAP) systems.

ASAP Availability

ASAP will be available for grant payments during the JustGrants system outage as long as the Department of Treasury’s ASAP is available. ASAP is a shared service provided by the Department of the Treasury for grant payments. ASAP allows organizations receiving federal funding to draw funds securely through pre-authorized accounts established by the agency issuing the payment.

New Solicitation Deadlines

Due dates for solicitations that previously were due in Grants.gov or JustGrants between May 7 and May 12 will be extended to account for the outage. Please review the COPS Office, OVW and OJP program offices websites to find new deadlines for specific solicitations.

Grants.gov will not be affected by the outage. Applicants may continue to apply for solicitations in Grants.gov. After receiving a confirmation email from Grants.gov, the Application Submitter will receive an email from JustGrants with instructions for JustGrants login. However, the Application Submitter will not be able to log in to JustGrants until it comes back online on Wednesday, May 12. At that time, when the Application Submitter logs in to JustGrants, the information submitted in Grants.gov will be populated in to the JustGrants application.
