President Barack Obama thanks U.S. Sen. Dick Lugar, center right, and former Sen. Sam Nunn, center, for their work to help denucularize countries after the fall of the Soviet Union at the National Defense University, Dec. 3, 2012 in Washington D.C. Prior to the speech, Defense Secretary Leon E. Panetta, left, presented Nunn and Lugar with the defense civilian service award, the highest award the Defense Department can give a civilian.
