Defense Secretary Leon E. Panetta administers the oath of office to Marine Corps Gen. John Kelly at his promotion ceremony before the Southern Command Change of Command ceremony in Miami, Nov. 19, 2012. Kelly assumed command from Air Force Gen. Douglas Fraser.
