U.S. Deputy Defense Secretary Ashton B. Carter delivers remarks to attendees of the North American Forum conference in Ottawa, Ontario, Oct. 13, 2012. Founded in 2005, the forum is a group of U.S., Canadian and Mexican leaders, whose purpose is to advance a shared vision of North America, and to contribute to improved relations among the three neighbors.
