Defense Secretary Leon E. Panetta hosts a change-of-responsibility ceremony for the National Guard Bureau chief at the Pentagon, Sept. 7, 2012, during which Army Lt. Gen. Frank J. Grass replaced Air Force Gen. Craig R. McKinley. Grass received his fourth star during the event.
