U.S. Marine Corps Gen. John R. Allen, commander of U.S. and international forces in Afghanistan, and Afghan Defense Minister Abdul Rahim Wardak sign an agreement at the Ministry of Foreign Affairs in Kabul, Afghanistan, April 8, 2012, enabling Afghan National Security Forces to take the lead on special operations.
