Biden-Harris Administration Awards Semiconductor Research Corporation Manufacturing Consortium Corporation $285M for New CHIPS Manufacturing USA Institute for Digital Twins, Headquartered in North Carolina
Today, the U.S. Department of Commerce announced that CHIPS for America awarded the Semiconductor Research Corporation Manufacturing Consortium Corporation (SRC) $285 million to establish and operate a CHIPS Manufacturing USA institute headquartered in Durham, North Carolina. This follows the previously announced intent to enter negotiations on November 19, 2024. With a combined total investment of over $1 billion, the new institute, known as SMART USA (Semiconductor Manufacturing and Advanced Research with Twins USA) will focus on efforts to more rapidly develop, validate, and use digital twins to improve domestic semiconductor design, manufacturing, advanced packaging, assembly, and test processes.

On October 30, 2024, the Biden-Harris Administration announced a Notice of Funding Opportunity (NOFO) for activities that will use cutting-edge artificial intelligence (AI) and autonomous experimentation (AE) technologies to support the long-term viability of next-generation semiconductor manufacturing. The CHIPS AI/AE for Rapid, Industry-informed Sustainable Semiconductor Materials and Processes (CARISSMA) funding opportunity will be critical in meeting the industry’s technology, economic, and sustainability goals.
On November 15th, the CHIPS Research and Development Office hosted a hybrid Proposer’s Day event to bring potential applicants together in a collaborative atmosphere to network and support partnerships among the community. The event recording and presentation are available on CHIPS.gov.

Natcast Announces Inaugural Members of NSTC Workforce Advisory Board
Yesterday, Natcast, the operator of the National Semiconductor Technology Center (NSTC), announced 18 inaugural members of the NSTC Workforce Advisory Board (WFAB).
Comprising U.S. leaders focused on growing the semiconductor workforce from the private sector, higher education, workforce development organizations, the Department of Commerce, and other federal agencies, the WFAB will support the efforts of the recently established NSTC Workforce Center of Excellence (WCoE). It will offer critical input on national and regional workforce development strategies to ensure WCoE initiatives are employer-driven, worker-centered, and responsive to real-time industry challenges.
