The Federal Emergency Management Agency (FEMA) maintains guidelines and standards to support the Risk MAP program. These guidelines and standards define the specific implementation of the statutory and regulatory requirements for NFIP flood risk analysis and mapping, and address the performance of flood risk projects, processing of letters of map change and related Risk MAP activities. FEMA has established a maintenance plan for the Risk MAP Guidelines and Standards and plans to issue updates on a semi-annual basis. This notice provides information about the first semi-annual update, expected to be released in April 2014.
FEMA has identified three additional standards to implement. There will be a public review of the new standards.
The remainder of this update is focused on the ongoing guidelines and standards transformation process that FEMA is implementing. The product of the first phase of this transformation was the Policy for Flood Risk Analysis and Mapping, which comprises the standards for practitioners of the Risk MAP program. FEMA is now conducting a guidance transformation of its legacy guidelines and specification documents to produce new guidance in support of this policy.
Additional updates may include republishing Technical References that contain guidance. This information will be removed and included in new guidance documents. Any updates to the Technical Reference documents would not affect the content or any associated database schemas.
