Today, FEMA is announcing the release of the Fiscal Year (FY) 2024 awards for the National Earthquake Hazards Reduction Program (NEHRP) Individual State Earthquake Assistance (ISEA) and Multi-State and National Earthquake Assistance (MSNEA).
FEMA NEHRP is an innovative program established through the Earthquake Hazards Reduction Act of 1977 (Public Law 95–124), as amended in 2004 (Public Law 108-360), and as required by the National Earthquake Hazards Reduction Program (NEHRP) Reauthorization Act of 2018 (Public Law 115–307). The FEMA NEHRP State Assistance Grant Program increases and enhances the effective implementation of earthquake risk reduction at National, State, Territorial, and local levels. This goal can be achieved over the course of the period of performance of NEHRP funding as grant recipients implement programs to reduce the risks to life and property from future earthquakes in the United States.
The FY 2024 NEHRP MSNEA Grant Program provides $1,312,636 in federal assistance to non-profit organizations and institutions of higher education to develop and implement multi-state and/or national earthquake risk mitigation activities. The FY 2024 NEHRP MSNEA recipients and award amounts are provided below.

Cascadia Region Earthquake Workgroup (CREW), $214,925
- Assistance Type: National Level Assistance, Multi-State Assistance.

CREW will provide primary management and support for the National Earthquake Program Manager (NEPM) annual meeting, as well as multi-state assistance and support to the Western region.

Central United States Earthquake Consortium (CUSEC), $282,649

Assistance Type: National Level Assistance, Multi-State Assistance.

CUSEC will provide secondary management and support for the National Earthquake Program Manager (NEPM) annual meeting, as well as multi-state assistance and support to the Eastern region.

Earthquake Engineering Research Institute (EERI) $275,062

Assistance Type: National Level Assistance.

EERI will provide Seismic Community Professional Development (i.e., professional development webinars) and Development and Maintenance of National Earthquake Mitigation Websites (i.e., post-earthquake clearinghouse and field reconnaissance readiness).

Federal Alliance for Safe Homes, Inc. (FLASH), $250,000

Assistance Type: National Level Assistance.

FLASH will provide Business Sector Outreach (i.e., QuakeSmart) and Seismic Building Code Awareness (i.e., Earthquake Strong).

Oak Ridge Associated Universities, Inc. (Oak Ridge), $100,000

Assistance Type: National Level Assistance.

Oak Ridge will conduct a landscape analysis and survey and form a Seismic Community Advisory Committee.

University of Southern California, Statewide California Earthquake Center (SCEC), $190,000

Assistance Type: National Level Assistance.

SCEC will coordinate annual earthquake preparedness drills for individuals and communities (i.e., ShakeOut).

The FY 2024 ISEA Grant Program award recipients will be supporting the following activities:

Support seismic mitigation planning.

Prepare inventories and conduct seismic vulnerability evaluations and safety inspections of buildings, critical structures, and lifeline infrastructure.

Update building codes, zoning codes, and ordinances to enhance seismic safety.

Increase earthquake awareness and education.
-
Participation in emergency management exercises that substantially benefit earthquake mitigation efforts.

Promotion of earthquake insurance.
-
Assistance to multi-state groups to support any or all allowable activities under this funding opportunity.
All FY 2024 grant award selections were assigned an 18-month Period of Performance. The Period of Performance for all grant awards commenced on Sept. 1, 2024, and concludes on Feb. 28, 2026.
During the next several months, FEMA will conduct kick-off meetings with grant awardees, including a semi-annual call to all program participants, and individual grant recipient one-on-one meetings. In addition, FEMA will also provide direct training and technical assistance to all NEHRP grant recipients through a series of NEHRP grant workshops.
