As a cornerstone of our Agency’s commitment to instill equity into emergency management, FEMA’s Office of Disability Integration and Coordination (ODIC) provides subject matter expertise, technical assistance, and resources for integrating the needs of people with disabilities into preparedness, response, and recovery programs and policies. This month, as FEMA shares critical messages with communities nationwide for National Preparedness Month, ODIC is focused on providing the workforce with critical data to facilitate equitable access to FEMA disaster programs and activities.
The successful delivery of the ODIC mission depends on proactive recommendations and decisions driven by foundational data on people with disabilities and the ability to identify geographic locations that have the greatest need for Agency resources. That is why the ODIC team collaborated with FEMA’s Recovery Reporting and Analytics Division (RAD) to enhance and relaunch the Disability Integration (DI) Dashboard. The DI Dashboard streamlines disability data access and enables us to make data-driven decisions at all stages of a disaster―including preparedness.
In 2019, ODIC released the first iteration of the DI Dashboard using data collected during FEMA Individual Assistance registration intake and Census data that was based on the 2018 American Community Survey (ACS) 5-year estimates of disability demographic data. Census data includes all 50 U.S. states, the District of Columbia, and Puerto Rico, and FEMA intake data is derived from registrants who answered “Yes” to self-identifying disability questions during FEMA Individual Assistance registration. This data is updated throughout the active disaster assistance process.
Building on this foundation, ODIC recently redesigned the dashboard interface for ease-of-use and to provide additional data resources. The DI Dashboard is a unique tool that combines federal data from the 2020 Census Bureau Disability Characteristics, S1810 Table 5-year estimates, information on energy dependence from U.S. Department of Health and Human Services (HHS) empower, Centers for Disease Control and Prevention (CDC) Social Vulnerability Data, and FEMA’s NEMIS Individual Assistance registration intake database.
ODIC uses this data to provide technical assistance to Senior Field Leadership, establish goals, and provide comprehensive data on disability demographics by county for the continental United States and Puerto Rico. The data is refreshed daily during an active disaster declaration and available FEMA-wide. ODIC is actively working to expand the DI Dashboard with Census data to include Tribal Areas and US territories.
Data Breakdown
The DI Dashboard, built using Tableau software, delivers in-depth insight into disability information gathered from several sources. To improve efficiency, the dashboard interface is designed with multiple tab navigation. With a tab for each data source, users have access to multiple data sources about people with disabilities and their needs.
