RAD Management Update | June 8, 2022 |

RAD Team,
I’ve gathered temperature readings, noted a growing frequency in the whir of lawn mowers and weed trimmers, and observed my children’s growing excitement as the outfits they wear when I walk them to the bus stop become more unusual each morning. Today, my son didn’t even bother to change out of his pajamas, and my daughter was adorned with a white tutu and very sparkly tiara.
A thorough analysis of these varied data sets leads me to conclude that, statistically speaking, there is high probability that summer is already here. While there is no doubt that the work you do is critically important, and I highly value the effort you put in when it is done well, please be sure to make time in your life to enjoy the outdoors. Or if yucky fresh air isn’t your thing, do something else that you truly enjoy.

Recognition

Katie Carpenter received a lovely thank you note from the Director of the Interagency Coordination Division (ICD) for “everything you did for us in ICD while you were with us on detail.” We are so proud of your contributions to ICD, and we’re thrilled to have you back!
We would like to thank Miranda Wilfong for her beautiful work on the Data Sharing Addendum (DSA) flyer. She received so many compliments via email and Teams for her artistic rendition of the new process, which she completed in record time. Kudos to Ashley Burdick and Ashley Wall for providing the carefully selected and edited language. We would also like to highlight Miranda’s work on Part 1 of the Design Tips Series, which provided some basic and very useful information for creating your own visual content. We can’t wait to read Part 2, coming soon and created by Holly Landes!

Initiatives

Approximately 30 of us have already expressed interest in RAD’s cross-training and mentoring programs! If you’re interested in participating as a mentor or mentee and/or receiving training in a different RAD section, please reach out Pierre Gwet Lock at pierre.gwetlock@fema.dhs.gov. It’s not too late!
This week, we disseminated the invitation for the fourth 2022 RAD Virtual Roadshow session on data access. Brittany Orlando will be presenting for this session, which will take place on Thursday, June 30, from 2:00 PM to 4:00 PM.

Customer Surveys
|
The Customer Surveys and Analysis (CSA) Team completed the initial kickoff meetings for their project to develop a WinCATI replacement using ServiceNow and Agile methodology. The team also wrapped up projects for Individual Assistance (IA) and Public Assistance (PA) and will post the focus group’s report on their SharePoint page.
The next regional outreach meeting is scheduled for Thursday, June 9. Kristi Lupkey will be presenting an overview of CSA’s IA surveys. This should provide a great opportunity to learn more about how CSA works with IA to capture survivor feedback. After presenting, Kristi will be available for questions

Strategic
|
The PA Strategic and Program Analysis (SPAS) Team met with the PA Executive Officer and equity leads on Tuesday, June 7, to discuss timelines and deliverables. PA SPAS committed to answering high-level questions by September 1 about relationships between COVID obligations, Social Vulnerability Index (SVI), and case rates. The team will also complete their analysis for subset of data limited to projects flagged as vaccination activities. Their work will continue to provide more thorough and introspective analysis.
The next PA stand down is scheduled for June 21-22.
The IA SPAS Team began the transition of the direct housing projection to Tableau. The first draft is complete and is now moving through concurrence. The team is also working through a migration of the TSA projection to Tableau as well as a SVI tool for the Agency. We would like to thank the Viz Team for their help with the SVI and direct housing projects.

The team is once again working on the Office of the Chief Financial Officer (OCFO) request regarding the number of decedents and how to forecast for COVID-19 Funeral Assistance.

Performance
|
The Performance Measurement and Analysis Team (PMAT) met with the Direct Housing Team for a follow up on Wednesday, June 8, which was a great team effort. The Direct Housing Team didn’t have any critical changes, just one request to break down targets with respect to disaster size.
Recovery leadership and the divisions, including Mass Care, are all on board with the recommendations for the Government Performance and Results Act (GPRA) metrics.

Data Visualization
|
The Dashboard Team is working with the IA SPAS Team on two projections dashboards: SVI and direct housing. These dashboards are currently undergoing final reviews and approvals.
In addition, the Dashboard Team is adding and publishing a new Equity Stats Overview tab to the IHP Disaster Assistance Equity Dashboard this week. It is awaiting final approval from the Recovery Front Office (RFO).
The Design Team wrapped up a well-received DSA flyer, which explains the newly revised and simplified data sharing process between FEMA and states, tribes, territories, and commonwealths.

Data Services
|
The Enterprise Data Warehouse (EDW) and Operational Data Store (ODS) were offline from 9:00 AM to 2:00 PM on Wednesday, June 8, and financial data will not update on Thursday, June 9, due to database patching.
The Data Services Team will be starting an analysis on indices. If you would like to participate in the effort, please reach out to Aditi at Aditi.srivastava@fema.dhs.gov.

Privacy
|
The Privacy Team and the Field Analytics and Coordination Team (FACT) are currently working on the base concept for the Advance Information Sharing Analytics Package (AISAP). They will meet with the Viz Team, and Kale Matthias will serve as key contributor. Their work will include input from FACT, ICD, and regional products.
The FEMA-State Agreement (FSA) DSA release is underway. Scott Shoup will present several slides during the national-level DSA trainings, and Ashley Burdick and Dr. Terry Boyd will serve as active participants. We would like to thank the Viz Team for their expert assistance with the DSA flyer.
The team is also helping with an exercise to emulate either New Mexico or Louisiana in their preparation of a full DSA product package. This exercise should provide some lessons learned and best practices.
Lastly, the team has participated in several trainings and presentations this week, one of which was for Region 4 (Florida) yesterday. They discussed NEMIS access and FIDA requests. Next, they will get together with IA SPAS and Reports about a presentation for Florida on how RAD can best support them.

Field Analytics
|
Region 10 asked FACT to participate in a meeting with state, tribal, and territorial partners. The meeting will be heavily focused on GIS and privacy.

GIS
|
The GIS Team received an invitation to support upcoming Preliminary Damage Assessment (PDA) efforts. The PDA Unit is soliciting suggestions and feedback from the regions to update the PDA guide and pocket guide, and the team is helping with technical language.
