Procurement Information for FEMA Award Recipients and Subrecipients
Dear Homeland Security and Emergency Management Partners,
FEMA’s Grant Programs Directorate is pleased to release a new publication, “Procurement Disaster Assistance Team (PDAT) Field Manual: Procurement Information for FEMA Award Recipients and Subrecipients."
When purchasing under a FEMA award, recipients and subrecipients are subject to the federal procurement standards found in Title 2 of the Code of Federal Regulations (C.F.R.), Part 200, sections 200.317-200.327. The PDAT Field Manual provides guidance regarding these mandatory standards and is applicable to all FEMA award recipients and subrecipients purchasing property and services in support of FEMA declarations and grant awards issued on or after November 12, 2020.
This version of the PDAT Field Manual will:
- Deliver comprehensive guidance on the federal procurement standards including, rules for state and nonstate entities, full and open competition, cost and price analysis, methods of procurement, contract provisions, etc.;
- Provide information regarding the Office of Management and Budget revisions to the federal procurement standards applicable to declarations and FEMA awards issued on or after November 12, 2020;
- Illustrate how procurement standards apply to recipients and subrecipients with real world examples; and
- Give additional resources, tools, and guidance to help all users develop further knowledge of the procurement under grants subject matter.
