FEMA developed and released the “National Incident
Management System (NIMS) Implementation Objectives.” NIMS is a key component of U.S. incident
management efforts and enables organizations nationwide to work together during
all incidents regardless of size or type. Implementing NIMS across the nation
is a fundamental part of building a culture of preparedness.
The Implementation Objectives identify specific
activities for state, local, tribal, and territorial organizations and
jurisdictions to be able to work together seamlessly in incident response. FEMA previously revised the Implementation Objectives for
these organizations and jurisdictions in 2009. This 2018 update ensures the
objectives are consistent with the third edition of NIMS released last year and
incorporates stakeholder input, resulting in a more useful tool for
organizations seeking to align their response structure with NIMS. For
each Implementation Objective, FEMA developed “indicators” – actions that organizations can take to demonstrate
they have successfully implemented NIMS. Federal partners use a different set of
objectives, which will be updated at a later date.
FEMA will host a series of 30-minute webinars to discuss the
NIMS Implementation Objectives and answer related questions. All webinars are
open to the whole community, and each session will cover the same information. Advance registration is

The Center for Domestic Preparedness (CDP) teamed
up with the government of Puerto Rico to train nearly 100 emergency and
healthcare workers in Bayamon, Puerto Rico, to respond to mass casualty
incidents. A contingent of more than 45 CDP instructors and support personnel
went on the road to the Ramón Ruiz Arnau Hospital and conducted Health Care
Leadership for Mass Casualty Incidents and Hospital Emergency Response Training
for Mass Casualty Incidents courses May 29-June 1, 2018. The students came from 20 different hospitals
and all seven healthcare coalitions across the island.
The training prepares emergency
responders and healthcare workers to effectively deal with incidents involving
hazardous materials. The three days of lectures and exercises culminated in an
all-hazards, mass casualty field exercise where students practiced what they
learned in class. This included operating an emergency treatment area to triage
contaminated ambulatory and non-ambulatory patients. The CDP courses were
conducted at the request of the government of Puerto Rico’s Department of
Health and the territory’s Emergency Management Agency.
Puerto Rico continues to recover from
hurricanes Irma and Maria in 2017. As part of that process, FEMA, numerous government of Puerto Rico
agencies, the U.S. Department of Veterans Affairs, and the University of Puerto
Rico have combined forces to bolster the island’s emergency response capability
and capacity through a series of health care response emergency management
activities, starting with the CDP courses.
CDP personnel spent months planning and
preparing for the training, working with partners in Puerto Rico to register
students, arrange venues and translate all course documents into Spanish. Located
in Anniston, Alabama, provides advanced, all-hazards training to approximately
50,000 emergency responders annually from state, local, tribal, and territorial
governments.

BAYAMON, Puerto Rico – Staff from FEMA’s Center for Domestic Preparedness train emergency responders and healthcare professionals on how to effectively handle mass casualty incidents.
FEMA’s Emergency Management Institute (EMI) hosts a series of
“One Link, One Bridge, Many Voices” e-Forums every Wednesday from 3-4 p.m.
EDT. EMI e-Forums are one-hour, moderated webinar discussions that provide
an opportunity for EMI and the emergency management community to discuss
matters of interest on national preparedness training. The e-Forums showcase
whole community partners and peers, sharing their experiences. The panel format
offers opportunities to provide technical assistance in training management by
facilitating peer-to-peer sharing of best practices.

This week, many leaders in the flood insurance world are
meeting at the National Flood Conference in Washington, D.C. Among the many
speakers is FEMA Administrator Brock Long. Administrator Long is very vocal
about the need for Americans to become prepared for disasters, and for him
that means being financially prepared. Part of that is to understand insurance
coverage and collectively doing what he calls “closing the insurance gap.” On this week's episode of the FEMA Podcast, we sit
down with David Maurstad, FEMA’s assistant administrator for federal insurance,

Apply to the Master Public Information Officer Program at FEMA's Emergency Management Institute
FEMA Emergency Management Institute's (EMI) Master Public Information Officer Program is a
three-course series designed to prepare public information officers for an
expanded role in delivering public information and warning using a strategic
whole community approach.
The course is open to full time public information officers
with a minimum of five years of experience
and who have a demonstrated sphere of influence capable of advancing the
