FEMA’s Emergency Management Institute (EMI) is offering a new self-paced, independent study course, Religious and Cultural Literacy and Competency in Disaster.
This course explores how religious and cultural communities are engaged during disasters, how religious and cultural diversity and practice is protected by law, and how religious and cultural diversity can strengthen emergency management capabilities. It provides emergency management professionals and faith and community leaders active in disaster with literacy and competency tools to engage religious and cultural groups both pre- and post-disaster.
The course was developed to support partnerships between the first responders and faith-based and community organizations to more effectively serve disaster survivors in their time of need.
FEMA, through the National Flood Insurance Program (NFIP), provides the opportunity for homeowners, renters, and businesses to purchase flood insurance for financial protection against flooding. FEMA also works with communities to update and develop flood maps to inform the community of their current flood risk. These actions allow community members to take important steps to prepare for, and mitigate, flooding risk in their area.
FEMA announced plans to implement changes to the NFIP as mandated by the Biggert-Waters Flood Insurance Reform Act of 2012 and the Homeowner Flood Insurance Affordability Act of 2014. Last October, FEMA advised stakeholders and interested parties of the April 1, 2016 implementation of the program's incremental rate increases required by law to continue the process to bring rates to full risk.

Hazard Mitigation Assistance Grant Application Information
FEMA announced the Notice of Funding Opportunities (NOFO) for the FY 2016 Pre-Disaster Mitigation (PDM) and Flood Mitigation Assistance (FMA)
grant programs. These two grant programs assist state, local, tribal
and territorial governments in strengthening our nation's ability to
reduce the potential cost of natural disasters to communities and their
citizens. The NOFO for each program is posted on Grants.gov and contains the key program priorities and application requirements. Applications are due by 3:00 p.m. EDT on June 15, 2016.
The National Advisory Council (NAC) is a federal advisory committee established to ensure effective coordination of federal preparedness, protection, response, recovery, and mitigation for natural disasters, acts of terrorism, and other man-made disasters. The NAC advises the FEMA Administrator on all aspects of emergency management frameworks, strategies, and plans. Individuals who are interested in serving on the NAC may submit an application by March 24, 2016 to be considered for an appointment.
One representative appointment will be made in each of the following areas: Access and Functional Needs, Emergency Management, Non-Elected Local Government Officials and Non-Elected State Government Officials. One Special Government Employee appointment is available in the areas of Emergency Medical Providers, Public Health, and Standards Setting and Accrediting. Additionally, FEMA Administrator selections of up to four Special Government Employee positions, including one emerging leader position, will also be made.

The Fiscal Year 2015 Staffing for Adequate Fire and Emergency Response (SAFER) application period will close Friday, March 25, at 5:00 p.m. EDT.
The SAFER program provides approximately $340 million in competitive grants to fire departments and national, state, local, tribal, and territorial organizations representing the interests of volunteer firefighters.

Individual and Community Preparedness Awards highlight innovative local practices and achievements by individuals and organizations that made outstanding contributions toward making their communities safer, better prepared, and more resilient.
To be considered for this year’s awards, all submissions must be received by March 28, 2016, at 11:59 p.m. EDT, and they must feature program activities between January 1, 2015, and March 28, 2016. Submit applications to citizencorps@fema.dhs.gov.

In early January, FEMA entered the next phase of tribal consultation for
the Stafford Act disaster declaration process for tribal governments. The draft
guidance is posted to the Federal Register
and will be available for comment until April 7, 2016. Additional

The Joplin Disaster Recovery Summit is hosting a two-day session about the lessons learned through the recovery journeys of several southwestern Missouri communities affected by a devastating tornado in May 2011. The opening session, "Road to Resilience, " will be available via webinar for national audience participation.
