1. This message announces updates to the applicant eligibility requirements
and waiver process for the RCM Provisional Designation Board, previously
announced in reference (A), following the release of reference (B).
2. In accordance with reference (B), the message in reference (A) announcing
the RCM Provisional Designation Board is hereby amended as follows:
   a. Service Requirements: In accordance with reference (B), applicants
      must meet the following eligibility requirements at the beginning of
      the promotion year (1 July 2026) in which they are competing for
      designation:
      (1) Any regular or reserve commissioned ensign or lieutenant (junior
          grade).
      (2) Any regular or reserve commissioned lieutenant with two or fewer
          years’ time in grade (TIG).
      (3) Any reserve or regular Chief Warrant Officer (CWO) with fewer than
          26 years of time in service (TIS), serving in the grades of W-4 or
          W-3. W-2s in zone for W-3 promotion selection consideration in
          PY2027 may also apply.
   b. Waivers for Eligibility Requirements: In accordance with reference (B),
      eligibility waivers are not normally approved unless the applicant
      meets a critical Service need. Eligibility waiver requests must be made
      through the applicant’s chain of command to Commander (CG PSC). Waivers
      for the lieutenant TIG requirement or the CWO 26-year TIS requirement
      will not be considered.
3. All other provisions announced in reference (A) not updated in this message
remain in effect.
