1. BLUF. As announced in REFs (A) through (D), the Coast Guard
Business Intelligence (CGBI) application has reached its end of
service life. Access will permanently end on 18 SEP 2026,
leaving all legacy reports, cubes, and tools inaccessible.
Navigator is the enterprise business intelligence solution
replacing CGBI. Commands, program offices, and users should take
immediate action to shift to Navigator and prevent business
disruptions.
2. Background. Cybersecurity and technology limitations prevent the
legacy CGBI application from meeting modern operating standards.
This decommissioning represents the final milestone of the planned
transition to Navigator as previously communicated, ensuring the
workforce has a modern, secure platform for data-driven decisions.
3. Impacts. The transition team has migrated the vast majority of
legacy capabilities to Navigator. A few specialized reports are in
the final phases of development and are scheduled to be released
prior to 18 SEP 2026.
4. Actions. All commands, program offices, and users should take
the following immediate actions to transition to Navigator:
    a. Learn. Visit the Navigator Support, Training, and Outreach
SharePoint site to review available guidance, training resources,

    b. Test. Log in, explore, and test Navigator to ensure the
functionality needed to perform your daily work is available and

    c. Provide Feedback. Core capabilities, including the Employee
Summary Sheet (ESS), Unit & Personal Readiness, Competency
Dictionary, ePAL, and Data Marketplace, are now online in Navigator.
Please coordinate any critical operational gaps with the respective
program office or submit a CGFIXIT ticket using the CG-TECH
Strategic Support Request:

    d. Request Access. Several Navigator applications have restricted
permissions to protect sensitive data. To request access to a
specific application, visit the Lookout Marketplace at the link
below. Once completed a technical expert will approve and you will
receive an email confirming access or denial. Additional guidance is
available on the Navigator Support, Training, and Outreach
SharePoint site.

5. Transitioning to Navigator is a key step in modernizing data-
driven decision making, and its success depends on continued
participation across the workforce. Commands, program offices, and
users are encouraged to remain engaged and actively participate in
the transition to ensure the new platform continues to evolve in
ways that meet the Coast Guard’s operational needs.
