SUBJ: FINAL ENTRIES FOR FY 2027 ACQUISITION PLANNING FORECAST SYSTEM
(APFS) DUE 15 SEP 2026
A. Homeland Security Acquisition Manual (HSAM) 3007.172 Acquisition
Planning Forecast System
B. HSAM Appendix H - Acquisition Planning Forecast System and Small
Business Review Form Requirements Matrix
C. Coast Guard Acquisition Procedures (CGAP) 3007.172 Acquisition
Planning Forecast System [APFS]
1. This ALCOAST is intended to ensure that Acquisition Planning
Forecast System (APFS) entries are finalized
and published by the 15 SEP 2026 deadline. Mission partners
must input FY 2027 anticipated requirements with total values
greater than $350,000 into the APFS as soon as possible. Inputs are
required even if funding is not yet available for those anticipated
requirements.
2. Beyond 15 SEP 2026, mission partners must continue to add entries
as procurements as well as update existing entries if there are
significant changes to the strategy, solicitation release date,
contacts, or any of the other fields.
3. REFs (A) through (C) implement the statutory requirement to build
and publish the annual forecast of opportunities. Exceptions to this
requirement are provided in REF (B).
4. The forecast benefits industry partners, especially small
businesses, by providing them with accurate information about
Department of Homeland Security (DHS) contracting opportunities.
The forecast also benefits USCG as it can increase competition and
support better contracting outcomes. Better contracting outcomes
ultimately translate to better mission support.
5. Because the forecast is available to the public, individuals
listed as points of contact in the record should be knowledgeable
about the requirements and how to engage with industry while
maintaining procurement integrity.
6. Contracting/procurement professionals and small business
specialists are also involved to finalize forecast entries.
7. Mission partners and contracting and procurement professionals
may use the quick tip sheets available at the CG-HCA-PPO APFS
SharePoint Site. These tip sheets will help to create, finalize, and
maintain entries in APFS by the due date and beyond. Access the
CG-HCA-PPO APFS SharePoint Site at:

8. During the first quarter of FY-27, APFS will be replaced by a new
tool called 4SITE (Forecasting System for Industry Tracking and
Engagement). While formal announcements and training details are
forthcoming, ensure entries are finalized and published by the 15
SEP 2026 deadline as those records will automatically
transition to 4SITE when it launches.
9. This message is cancelled on 30 SEP 2027.
