1. This ALCOAST announces an attendance opportunity for Coast
Guard military and civilian personnel to the 2026 International
Association of Emergency Managers (IAEM) Conference.
a. The IAEM 74th Annual Conference will be held in Long Beach,
CA from 6 to 12 NOV 2026. Coast Guard participation is only
authorized 9 to 11 NOV 2026, with travel being conducted on
8 and 12 NOV 2026.
b. This multi-day training and educational event is expected to
support emergency management professionals in optimally achieving
their respective missions.
2. Background. The IAEM is a non-profit educational organization
dedicated to promoting the principles of emergency management and
representing professionals whose goals are saving lives and
protecting property and the environment during emergencies and
disasters.
a. IAEM serves professionals across mitigation, preparedness,
response, and recovery, including those in government, the military,
private industry, and volunteer organizations.
b. Coast Guard participation enhances incident and emergency
management professional development and awareness of response trends
and lessons learned that members can apply to our emergency
management mission.
3. Logistics.
a. The Office of Emergency Management (CG-OEM) will manage the
overall assignment of conference attendance quotas.
b. Travel funds will be provided for IAEM award winner(s).
c. Per DHS guidance, the number of attendees allowed for this
event will be limited. The total number of approved quotas is 19.
d. Consideration for attendance should be given to members who
are currently pursuing their Coast Guard Emergency Management
Credential (CG-EMC) and/or will receive a certification
(Associate Emergency Manager [AEM]/Certified Emergency Manager
[CEM]) during the conference.
e. AREAs will submit a list of all requested attendees from their
respective AREA, in priority order, to the COMDT (CG-OEM-1) POC NLT
25 AUG 2026.
4. Funding Requirements and Limitations. Per REFs (B) and (C), units
are not authorized to fund attendance beyond the number of assigned
quotas.
a. Units not assigned a quota are not authorized to fund
attendance of any member to the conference without prior approval
from COMDT (CG-OEM).
b. Units are responsible for funding travel, registration
fees, and issuing travel orders for all approved quotas. Units
are not authorized to fund rental cars.
c. Commands are authorized to issue permissive orders for
military members. Attendance is subject to command approval.
5. Registration. Members selected to attend the conference must
register NLT 31 AUG 2026 to secure the Early Bird registration rate.

6. Attendees and Presenters.
a. Uniform of the Day. The authorized uniform for military
attendees is Tropical Blue Long with garrison cover.
The authorized uniform for civilian is business attire.
b. The authorized uniform for presenters and for the closing
banquet is Service Dress Blue or civilian business equivalent.
Members who are not presenting or have not received an invitation
to the closing banquet are not required to travel with Service
Dress Blues.
7. Post Conference. Following the conclusion of the conference,
COMDT (CG-OEM) is required to submit a post conference report.
All attendees who incur travel costs must electronically submit
a copy of their approved Travel Voucher or Sub-voucher,
DD Form 1351-2, to the COMDT (CG-OEM-1) POC NLT 20 NOV 2026.
