SUBJ: MOBILE INCIDENT MANAGEMENT HANDBOOK (mIMH) APPLICATION
A. U.S. Coast Guard Incident Management Handbook (CG-IMH),
COMDTPUB 3120.17C
1. This ALCOAST announces the partnership between the Office of
Emergency Management (CG-OEM) and the Office of Rapid Response &
Prototyping (RAPTOR) to release the initial fleet-wide 2025 Coast
Guard mobile Incident Management Handbook (mIMH) application.
The mIMH is a native, offline-capable mobile application available
for iOS and Android devices, designed to digitize and modernize
the physical CG-IMH (REF A).
2. The mIMH application provides operational commanders and field
responders with immediate, tactical access to National Incident
Management System (NIMS) principles and Incident Command System
(ICS) protocols. By transitioning from a static physical document
to an interactive digital tool, the Coast Guard aims to accelerate
inter-agency and joint-force interoperability and reduce operational
friction during complex, multi-jurisdictional responses.
3. The mIMH is authorized for installation on all personal and
government-furnished equipment and mobile devices via the Apple App
Store for iOS and the Google Play Store for Android.
The mIMH operates entirely offline and requires no CAC or user
login. Key features include:
    a. Interactive "Planning P": Instant navigation to phase-specific
agendas and checklists.
    b. Advanced Search Engine: 4-level deep indexing by keyword,
NIMS role, or incident type.
    c. Digital Job Aids & Forms: Interactive ICS forms that can be
completed in-app, securely exported via email, or wirelessly
printed. No form data is permanently stored on the device.
    d. Tactical Utilities: Built-in unit conversion calculator,
bookmarking, and incident meeting scheduling.
4. Initial rollout constitutes a "Version 1.0" release. The project
is utilizing an iterative development cycle, meaning continuous
revisions, additional forms, and functional updates will follow.
Fleet feedback is critical to this process. Users are highly
encouraged to actively test the application during exercises and
daily operations and report any bugs, outdated doctrine, or desired
feature enhancements to the development team via:
    a. All Users may utilize the native feedback mechanism built
directly into the application:
       (1) Navigate to the App Settings/Menu;
       (2) Select "Submit Feedback"; and,
       (3) The application will automatically draft an email to
the USCG Development Team at CGIMH@uscg.mil. Please include detailed
descriptions of any issues encountered, including Section 508
Compliance.
    b. Coast Guard Personnel may provide field-level feedback by
completing the CG mIMH Post-Release User Feedback Survey found at:
