B. Chief Financial Officers (CFO) Act of 1990
1. Effective immediately, this ALCOAST rescinds the policy
contained in REF (A).
2. This ALCOAST reestablishes and realigns the Office of Budget
and Programs (CG-82) as a direct report to the Assistant
Commandant for Resources and Chief Financial Officer (CG-8).
3. The Office of Coordination, Programming, and Accountability
(CG-CPA) is to be discontinued. All functions, personnel,
billets, and responsibilities intended for COMDT (CG-CPA) will
remain the same and be performed by COMDT (CG-82).
4. This action aligns with the Coast Guard's strategic programming
(Formulation) and budgeting (Execution) functions under the purview
of the CFO per REF (B). By consolidating responsibility and
accountability within the Planning, Programming, Budgeting, and
Execution cycle, this integration mitigates long-term risk,
strengthens internal controls, and directly supports the Coast
Guard's strategic priorities, including achieving a clean financial
audit opinion.
