1. This message announces the 2026 Reserve Master Chief Advancement Panel
(R-MCAP) and the 2026 Reserve Senior Chief Advancement Panel (R-SCAP). The
R-MCAP and R-SCAP serve as the sole mechanisms for advancement to the
paygrades of E-9 and E-8, respectively, in the Reserve Component, in
accordance with references (A), (C), and (D). Unit commands must ensure widest
dissemination of this message to all Reserve Senior Chief Petty Officers
(SCPOs) and Reserve Chief Petty Officers (CPOs) within their commands. SCPOs
and CPOs must be aware of the eligibility requirements outlined within this
message and familiarize themselves with the contents of references (A)
through (D).
2. Background. These advancement panels serve as talent management tools that
strengthen the senior enlisted corps by incorporating qualitative information
found in a member's record, with a focus on professionalism, leadership, and
performance, to include the Leadership Development Framework outlined in
reference (B). In accordance with reference (C), eligible candidates will be
scored based on the four factors utilized for enlisted evaluations outlined in
section 4.A.3 of reference (A): Military, Performance, Professional Qualities,
and Leadership.
3. Eligibility Requirements. Reserve SCPOs and CPOs who have completed the
eligibility requirements for advancement to E-9 or E-8 will be reviewed by
their respective Panel, regardless of intention to compete for advancement.
Per reference (D), the panels will consider those SCPOs and CPOs in the
Selected Reserve (SELRES), Individual Ready Reserve (IRR), Active Status List
(ASL), and reservists on Extended Active Duty (EAD), for advancement to the
next higher paygrade.
a. Current eligibility requirements, as outlined in references (A), (C),
and (D), remain in effect and are used by CG PSC-RPM to determine
eligibility.
b. All advancement eligibility requirements must have been completed by the
Panel Eligibility Date (PED) of 1 July 2026, the date previously used as
the Servicewide Eligibility Date (SED) during Servicewide competition to
the E-9 or E-8 paygrades, and during previous Reserve advancement panel
cycles.
c. Members are able to verify their eligibility utilizing the Personal Data
Extract (PDE) generated in Direct Access. PDEs are currently available
for review. All corrections to PDEs must be completed by 1 September
2026, the date previously used as the Servicewide PDE correction date
during Servicewide competition to the E-9 or E-8 paygrades, and during
previous Reserve advancement panel cycles. Information on how to access

4. Command Responsibilities. The information found below applies to candidates
being considered by either advancement panel.
a. Enlisted Evaluation Reports (EERs). Per Chapter 3.A.7 of reference (A),
each candidate must have a current EER with their CO's recommendation.
The EER must be dated after 1 July 2025 and no later than 1 July 2026.
If an EER was not completed due to reasons listed in Chapter 4.C.1.b(4)
of reference (A), commands must complete a SWE-EER with an effective
date after 1 July 2025 and no later than 1 July 2026. SWE-EERs must be
submitted no later than the 1 September 2026 PDE correction deadline.
SWE-EERs cannot be submitted to change a CO recommendation per Article
3.A.7.c-Note of reference (A).
b. Advancement Recommendation. If the CO wishes to change an advancement
recommendation, the command must submit a CO's Recommendation Change
(CORC) EER and it must be submitted in accordance with Article 4.D.3.i
of reference (A). Changes of the CO's recommendation must be dated after
1 July 2025 and no later than 1 July 2026 and must be received by the
1 September 2026 PDE correction deadline. If a candidate for either
panel receives an Advancement Recommendation mark of "Not Ready" or
"Not Recommended" between the 1 July 2026 PED and the date the panel
convenes, commands must notify CG PSC-RPM-1 at the following email
address: HQS-SMB-CGPSC-RPM-BoardsPanels@uscg.mil. The email must include
the candidate's name, EMPLID, rank, and date of EER that changed the
candidate's advancement recommendation mark of "Ready." As a result, the
candidate will be removed from their respective advancement panel. If a
member is otherwise eligible to be considered by their respective
advancement panel, but does not desire to be considered for advancement,
they should be given an Advancement Recommendation mark of "Not Ready."
5. Candidate Responsibilities. The information found below applies to candidates
being considered by either advancement panel.
a. PDE Review. It is the candidate's responsibility to ensure their
online PDE shows a status of "Eligible" to be reviewed by their respective
panel. The PDE for the upcoming panel must be verified. Candidates
expecting extended time away from their unit (e.g., extensive C schools,
deployments, TDY, parental leave, etc.) between the PDE posting date and
the end of the correction period should make alternate arrangements to
verify their PDE. Candidates must report incorrect PDE data to the
unit's servicing administrative staff. After reporting incorrect data,
candidates must verify PDE corrections were made by reviewing their
online PDE prior to the 1 September 2026 PDE correction deadline. If
the online PDE was not corrected, the candidate must submit a Trouble
Ticket prior to 1 September 2026 to PPC by e-mail to the following email
address: PPC-DG-CustomerCare@uscg.mil. PDE corrections must be visible
on the online PDE and completed NLT 1 September 2026. Failure to report
and verify online PDE corrections by the deadline will result in a "Not
Eligible" status for their respective panel.
b. It is essential that all candidates review and update their personnel
records, to include their complete Coast Guard Military Human Resource
Record (CGMHRR), their Employee Summary Sheet (ESS), and their EERs in
preparation for their respective advancement panel. Candidates should
review these early and work with their command and servicing
administrative staff for updates to this information. Candidates should
review their CGMHRR via the interactive Personnel Electronic Records
Management System (iPERMS) within the guidelines outlined in reference
(E) and work with their servicing administrative staff as soon as
possible to allow for ample correction time.
6. R-MCAP Specific Information: All Reserve E-9 billets have transitioned from
rating-specific billets to universal master chief leadership assignments. The
R-MCAP results will be published as an integrated list of ratings, rank
ordered by overall advancement recommendation. Members will then be advanced
to vacancies at any available E-9 position. Reserve Assignment Officers will
play a key role in determining best placement for the needs of the Service,
unit, and candidate. This significant change allows for the advancement of our
best qualified Reserve senior enlisted leaders, regardless of rating-specific
limitations outside of the member's control, such as retirements. Those not
taking an offered E-9 assignment will remain on the list and be offered the
next available assignment based on the order of those remaining on the list.
Members are authorized to hold ceremonious advancements after notification
and acceptance of assignment.
7. R-SCAP Specific Information: The R-SCAP results will be published as an
integrated list of ratings, rank ordered by advancement recommendation.
Reserve Assignment Officers will play a key role in determining best placement
for the needs of the Service, unit, and candidate. The R-SCAP allows for the
advancement of our best qualified Reserve senior enlisted leaders to both
rating-specific and rating-neutral assignments. Advancements to rating-
specific billet vacancies will occur based on the member's order of precedence
on the list within each rating, regardless of their overall rank on the
advancement list. Advancements to rating-neutral billet vacancies will begin
from the top of the advancement list. Those not taking an offered E-8
assignment will remain on the list and be offered the next available
assignment based on the order of those remaining on the list. Members are
authorized to hold ceremonious advancements after notification and
acceptance of assignment.
8. Panel Membership Requirements:
a. Panel membership for the R-MCAP will consist of at least five members,
to include a panel president in the paygrade of O-6 and at least four
personnel in paygrades E-9 and above.
b. Panel membership for the R-SCAP will consist of at least seven members,
to include a panel president in the paygrade of O-5 or above and at
least six personnel in paygrades E-8 and above.

10. Timeline of Events:
a. Panel Eligibility Date for both panels: 1 July 2026.

d. Scheduled Dates for 2026 R-SCAP: 30 November - 4 December 2026.
