1. REF (C) announced the establishment of the Robotics Mission
Specialist (RMS) Rating and Robotics Mission Manager (RMM)
Specialty. This ALCOAST updates REF (A) and REF (B) to establish
rating and specialty requirements.
2. The following changes are made to REF (A):
    a. The table in Section 2.A.2 "Ratings" is updated to include
Rating - Robotics Mission Specialist and Rating Abbreviation - RMS.
    b. The table in Section 3.A.10.b "Ratings Requiring Eligibility
to Classified Information" is updated to include RMS.
    c. Section 3.A.12.a "Rating Requiring Normal Color Perception
and/or Normal Hearing" is updated to include RMS in "Normal Color
Perception" table and "Normal Hearing" table.
3. The following changes are made to REF (B):
    a. Chapter 3, table 3-1 "Normal Path to Appointment" is updated
to reflect "Enlisted Rating" RMS to "Warrant Specialty" Robotics
Mission Manager (RMM).
    b. Section 3.H. "Specialty Specific Requirements" is updated to
include RMM warrant specialty as must possess normal color
perception and must have a Secret Clearance.
    c. Chapter 12 "Scope of Warrant Officer Specialties" is updated
to include the following: Robotics Mission Manager (RMM). Warrant
Officers in the RMM specialty serve as the Coast Guard's premier
operational and technical authorities on Robotics and Autonomous
Systems (RAS). They command specialized expertise across the full
spectrum of unmanned domains, including sub-surface, surface, air,
ground, and counter-RAS operations. Functioning as key technical
advisors and operational commanders, RMMs direct joint teams in the
testing, evaluation, integration, deployment, and lifecycle
maintenance of all Coast Guard robotic systems. They plan, execute,
and supervise the tactical and strategic employment of RAS, while
spearheading technical training, preventative maintenance, and
systems troubleshooting. Strategically, RMMs author and oversee
plans, policies, and operational procedures, engineering
comprehensive strategies to seamlessly integrate RAS capabilities
across all Coast Guard mission areas.
4. All other provisions of REF (A) and REF (B) remain in effect.
